What the role is

You will be part of the Legal Division providing a comprehensive range of in-house legal services to support the Civil Aviation Authority of Singapore (CAAS) in fulfilling its statutory functions and organisational objectives.

The Legal Division advises CAAS management and all CAAS Divisions on legal and regulatory matters arising from CAAS’ work in areas including aviation safety and economic regulation, air transport and air hub development, airport and aviation industry development, provision of air navigation services and in Singapore’s representation at the International Civil Aviation Organization (ICAO). The Division also manages insurance matters for CAAS

What you will be working on

You will provide legal advice and support across a broad range of matters, including:

  • Advising on the development, implementation and amendment of legislation and regulatory frameworks relevant to CAAS’ functions.
  • Advising internal stakeholders on legal and regulatory issues arising from CAAS’ operational, policy and regulatory functions.
  • Drafting, reviewing and negotiating contracts and legal documents, including procurement agreements, commercial arrangements and other contractual documentation.
  • Advising on land and property-related matters, including leases, conveyancing and other real estate issues that arise in connection with airport development and aviation infrastructure projects.
  • Supporting regulatory, enforcement and prosecution matters, including providing legal advice on investigations, regulatory actions and related proceedings.
  • Advising on international and cross-border agreements, including arrangements relating to international aviation cooperation and regulatory coordination.
  • Providing legal advice on risk management, insurance and other governance matters relevant to CAAS’ operations.

You may also be assigned other legal matters as required to support the work of the Legal Division.

What we are looking for

The ideal candidate should possess the following:

  • Trained in Law and qualification under the Legal Profession Act 1966.
  • At least 6 to 10 years of relevant legal experience in private practice, in-house practice, or the public sector.
  • Relevant legal experience in private practice, in-house practice or the public sector would be advantageous.
  • Strong analytical, legal research and drafting skills, with the ability to provide clear and practical legal advice.
  • Ability to manage a diverse range of legal matters and work effectively in a dynamic and fast-paced environment.
  • Strong communication and interpersonal skills, with the ability to work collaboratively with stakeholders across different functions and seniority levels.
  • Prior experience in one or more of the following areas would be advantageous:
  • Legislative advisory and drafting
  • Land, conveyancing or property-related matters
  • Criminal prosecution or civil litigation
  • Procurement and commercial contracting
  • Intellectual property matters
  • Employment law or insurance matters
  • Public International law

Candidates without prior experience in these areas should demonstrate the ability and willingness to quickly acquire the necessary knowledge on the job.

Prior experience or a strong interest in aviation, regulatory work and public sector legal practice would also be advantageous.
