Principal Manager, Integrated Planning

What the role is

The incumbent supports the comprehensive strategic planning and policy coordination operations under the supervision of the Senior Assistant Director, Integrated Planning Branch. This role focuses on executing strategic planning activities, consolidating analytical data from multiple sources, and supporting the development of integrated frameworks for enforcement and rehabilitation operations. He/She collaborates with other branches and external agencies for comprehensive case management coordination, whilst leading specific planning projects and supporting the preparation of strategic reports, press releases, and policy briefs to advance the national effort against illicit controlled products through effective integrated planning and stakeholder coordination.

What you will be working on

Strategic Planning & Framework Development

  • Execute strategic planning activities across all case management operations, developing integrated frameworks that align enforcement and rehabilitation strategies with national controlled products policies.
  • Consolidate and analyse strategic data from different agencies and branches, cross-referencing information across operational tracks to support comprehensive planning assessments and policy development.
  • Maintain strategic planning databases and tracking systems to ensure accurate visibility of planning progress and deliverables for senior management oversight.

Data Analysis & Strategic Reporting

  • Analyse strategic trends and patterns including resource utilisation, operational effectiveness, and policy implementation outcomes that may require management attention or strategic adjustment.
  • Lead preparation of strategic planning reports, analytical summaries, and management briefings by generating insights and highlighting emerging strategic considerations.
  • Develop and maintain strategic reporting templates and frameworks to ensure consistent and timely management reporting and decision-making support.

Project Management & Cross-Functional Coordination

  • Lead specific strategic projects and initiatives, coordinating across multiple branches and external partners to ensure successful delivery of planning objectives and organisational outcomes.
  • Support cross-functional integration efforts and assist in identifying strategic gaps or areas for framework refinement and process improvement.
  • Contribute to project governance and quality assurance mechanisms whilst maintaining comprehensive project documentation and institutional knowledge records.

Press Release & Communication Support

  • Support preparation of press releases, public communications, and media materials related to strategic outcomes and policy developments in coordination with communications teams.
  • Assist in briefing preparation for senior management media engagements and public communications activities.
  • Ensure accuracy and consistency of strategic messaging whilst maintaining alignment with organisational and national policy positions on controlled products.

Inter-Agency Coordination & Stakeholder Management

  • Coordinate with government and non-governmental agencies for strategic alignment and integrated planning initiatives.
  • Facilitate strategic information sharing with external partners to maintain effective working relationships and support coordinated planning approaches.
  • Participate in inter-agency strategic planning meetings and coordination activities as required.

Administrative & General Duties

  • Provide administrative support for strategic planning activities including secretariat functions for planning meetings and strategic initiatives as required.
  • Support capability development activities for planning staff and contribute to team strategic thinking and analytical capabilities.
  • Perform other duties as assigned by the Senior Assistant Director or senior management.

What we are looking for

Qualifications and Experience

  • A strong background, preferably in public administration, public policy, strategic planning, data analytics, or related field with minimum 5 - 7 years' relevant experience in strategic planning, policy development, or analytical roles within government, healthcare, or regulatory environments.
  • Demonstrated experience in strategic planning, comprehensive data analysis, and framework development
  • with ability to consolidate information from multiple sources and generate strategic insights and recommendations.
  • Experience working with government agencies, statutory boards, or external partners in strategic planning, policy coordination, or enforcement contexts with track record of successful project delivery.
  • Experience in communications support, including preparation of strategic materials, press releases, or briefing documents for senior management or public audiences.

Core Competencies and Skills

  • Strong analytical, strategic thinking, and organisational skills with ability to work effectively in complex, multi-stakeholder environments and maintain strategic focus under pressure whilst managing multiple planning priorities simultaneously.
  • Excellent report writing, presentation, and communication skills with attention to detail and accuracy for strategic decision-making and public communications.
  • Proven ability to lead projects and work collaboratively across teams and agencies to support strategic coordination, integration, and alignment of planning objectives and organisational outcomes

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
