Lead Engineer/ Engineer, Immigration & Checkpoints Identification, Ops Systems

The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. Reporting to the Deputy Director (Identification, Immigration & Checkpoints), the appointment holder will serve as the primary technical and governance interface with ICT auditors for MHA ICT systems. The role focuses on coordinating and managing ICT audit project, work on ICT audit automation initiatives, facilitate system risk assessments, and drive audit awareness across stakeholders. The appointment holder is responsible for consolidating and providing senior stakeholders with clear assessments, recommendations and programs to improve on the governance of the ICT systems.

The role will be responsible for the following: • Serve as the primary liaison with ICT auditors for MHA systems, including Critical Information Infrastructure Systems (CIIs) and Significant Information Instructure Systems (SIIs), coordinating audit engagements and facilitating audit activities across system owners and stakeholders • Coordinate the preparation, validation, and presentation of audit evidence to demonstrate the effectiveness of security controls and compliance with prevailing statutory and government ICT policies • Analyse audit observations and exceptions across People, Process and Technology dimensions, working with stakeholders to identify the root causes and propose appropriate remediation actions • Track, monitor, and report on audit issues, management responses, and remediation progress, ensuring timely closure and clear accountability • Oversee and manage a group of engineers in all ICT systems audits, ensuring quality, consistency, and alignment with governance expectations

• Tertiary qualification in Information Technology, Computer Science, Computer Engineering or a related discipline • Minimum 5 years of relevant experience in ICT auditing, security consultancy or compliance reviews • Having CISA, CISSP, CRISC, ISO/IEC 27001 or related certificates will be advantageous • Well-versed in ICT auditing, cybersecurity technologies and ICT security controls in operating systems, network, ICT operations and processes • Good interpersonal and communications skills for internal/external stakeholders’ engagement • Able to multi-task and work independently All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
