What you will be working on
Programme Evaluation Units – Infrastructure, Economic, Social & Resilience Teams
• Policy and planning: Formulate and implement programme evaluation and office space policies and processes for better outcomes and cost-effectiveness in public sector spending.
• Programme reviews: Work with public agencies to design appropriate evaluation and funding interventions for a diverse range of agencies, programmes, and projects. This will involve:
o Applying relevant tools such as the Theory of Change to determine what works, what does not work, how, and why;
o Determining suitable performance indicators, data collection plans, and evaluation methods; and
o Formulating recommendations to senior management, as well as programme and policy owners.
• Capability Building: Work with public agencies to strengthen a culture of accountability and resource optimisation, enhance capability development of the overall Programme Evaluation community, and recommend/share interventions from research studies and engagements including international best practices.
Performance Management (Policy & Reporting) Unit
• Policy and planning: Formulate and implement central frameworks and guidelines to strengthen performance reporting across WOG.
• Report reviews and publication: Work with public agencies to review and produce Whole-of-Government (WOG) reports such as the Singapore Public Sector Outcomes Review Report.
• Transformation and communications: Develop and implement strategies, processes and/or platforms to transform and better communicate government performance to external and internal stakeholders.
What we are looking for
• Candidates with (i) economics background and/or econometric, statistical analysis and data handling skills, (ii) proficient in financial, accounting and governance standards, and/or (iii) programme/project planning and evaluation and/or audit experience would be preferred
• Strong analytical thinking, ability to anticipate challenges, and good instincts including for actionable solutions
• Ability to think out of the box and develop innovative solutions
• Strong written and verbal communication, as well as interpersonal skills to engage internal and external stakeholders at various levels
• Self-motivated individuals with the ability to handle an array of responsibilities and follow-ups in a dynamic and fast-paced environment
• A good team player
