What the role is

Engineer/Architect (Project Management)

What you will be working on

1. Project Management (Construction) Lead team of consultants and contractor to ensure the successful completion of the project in the following areas: a) To monitor Construction Master Programme and ensure project completion is on schedule b) To monitor interim completion of critical milestones/deliverables and progress. c) To ensure sample units readiness and approval d) To ensure completion of structural, M&E works and architectural finishes of the project e) To monitor lift installation and commissioning f) To ensure services laying and commissioning g) To monitor regulatory clearances and ensure clearances obtained promptly for TOP & CSC application h) To ensure pre-completion checks and preparations are carried out for handover inspection i) To provide construction inputs upstream at planning and design stage to manage construction duration and mitigate construction issues 2. Quality Management a) To ensure the project achieves good CONQUAS score b) To perform in-process audits to ensure all works are in accordance to approved method statements c) Ensure material tests are carried out to quality conformance d) Ensure functional tests are carried out to approved standards 3. Contract Management a) Monitor and control project expenditure by managing the design changes and ensure variation approvals are obtained timely b) Monitor EOT claims & LD c) Monitor progress payment d) Review of Requests from external parties e) Monitor contract administration requirements based on the PSSCOC 4. Safety / Environmental Management a) Review and monitor of contractor’s safety & health management system (SHMS) to provide a safe work environment and work towards a zero-accident workplace b) To monitor Earth Control Measures (ECM) system to ensure sites does not pollute waterways and comply with c) PUB’s regulations d) Monitor vector control and noise control to comply with NEA regulations e) Monitor site housekeeping for safe work environment f) Carry out site inspections on safety and environmental aspects 5. Coordination with other HDB Groups on the following: a) Optional component scheme (OCS) & completion programme b) Precast components & safety/piling/structural audits c) Social and Commercial facilities d) Design issues e) Budget control f) Public communications 6. Public Relations Management a) Manage public complaints, feedback and Advisor requests/comments

What we are looking for

You should have background in Architecture or Engineering (Civil/ Structural/Mechanical/Electrical), recognised by the professional boards in Singapore, or equivalent qualification. You should have a positive learning attitude, strong technical problem-solving, good writing and communication skills, and willing to engage relevant stakeholders. Candidates with relevant working experience and with the right attitude are welcome to apply. Successful candidates will be offered a 2-year contract.
