The Head (Strategy & Programmes) leads the team to deliver on HTX’s digital transformation agenda. Reporting to the Deputy Director (Strategy & Transformation), the jobholder manages a multidisciplinary team of engineers responsible for digital strategy, transformation planning, digital programmes, engagement, and gamification initiatives.
This role bridges strategy and execution, ensuring that HTX’s Digital- and AI-First vision is translated into coherent roadmaps, impactful programmes, and sustained organisational adoption. The Head is accountable for aligning upstream strategic intent with downstream delivery, while fostering a strong digital culture across HTX.

What you will be working on
Strategic Leadership & Governance
• Lead the team to deliver upon HTX’s digital strategy, transformation initiatives, and digital engagement programmes.
• Monitor industry trends and translate Whole-of-Government digital strategies (e.g. Digital Government Blueprint, Digital Maturity Index) into actionable plans and priorities within the HTX Digitalisation Strategy.
• Advise the Deputy Director and senior management on digital trends, risks, opportunities, and organisational readiness.
• Establish governance structures, decision frameworks, and success metrics to ensure alignment, accountability, and measurable outcomes.
Team Leadership & Capability Development
• Lead, mentor, and manage a team of engineers to drive digital strategy and transformation planning, programmes, engagement, communications, and gamification.
• Set clear priorities, performance expectations, and development pathways for the team.
• Foster a collaborative, agile, and experimentation-oriented team culture.
• Ensure the team is equipped with relevant skills to drive successful and effective programme delivery.
Digital Strategy & Roadmapping
• Development and maintenance of a multi-year digitalisation roadmap aligned to organisational and Whole-of-Government objectives.
• Ensure digital initiatives are prioritised based on impact, feasibility, and strategic value.
• Monitor progress using data-driven dashboards and provide regular updates to senior management.
• Champion continuous improvement by reviewing outcomes and recalibrating strategies as needed.
Digital Programmes, Engagement & Culture
• Lead the team in the execution of organisation-wide digital programmes, campaigns, events, and competitions that promote innovation, experimentation, and continuous learning.
• Guide the design and evolution of gamification initiatives (delivered via low-code/no-code platforms) to drive adoption of digital tools and practices.
• Ensure consistent, high-quality digital communications that raise awareness of strategies, policies, tools, training resources, and success stories.
• Act as a visible advocate for a Digital- and AI-First mindset across HTX.
Stakeholder Management & Advocacy
• Engage senior leaders, domain owners, and cross-functional stakeholders to build alignment and momentum for digitalisation.
• Serve as the escalation point for complex or cross-cutting digitalisation issues.
• Represent HTX in Centre-of-Government digitalisation engagements, surveys, and initiatives where required.
• Drive external recognition of HTX’s digital efforts through awards, showcases, and benchmarking.
What we are looking for
• Tertiary qualification in Computer Science, Information Systems, Information Technology, Engineering, or a related discipline.
• Minimum 8–10 years of relevant experience across digital transformation, IT strategy, digital programmes, or organisational change, with proven people leadership experience.
• Strong understanding of public-sector digitalisation frameworks, governance, and Whole-of-Government standards is highly advantageous.
• Demonstrated ability to connect strategy with execution, translating vision into roadmaps, programmes, and measurable outcomes.
• Experience overseeing or delivering:
o Digital strategy and roadmap development
o AI-enabled or automation-driven initiatives
o Digital adoption programmes
• Comfortable working with digital tools such as analytics dashboards, automation workflows, AI assistants/chatbots, and collaboration platforms.
• Strong stakeholder management and communication skills, with the ability to influence senior leaders and inspire teams.
• Analytical, structured, and outcomes-oriented, with sound judgement in navigating ambiguity.
• Adaptable, resilient, and able to lead through evolving priorities and a fast-changing digital landscape and have an openness to be flexible in the job scope.
• A dependable leader and team player who values collaboration, trust, and continuous learning.
All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
