What the role is

The incumbent leads the First Information Reporting Branch and is responsible for comprehensive strategic oversight of information intake, triaging, and initial response operations across controlled products enforcement activities. This role focuses on developing strategic frameworks for managing multiple information channels including public reporting systems, hotlines, and inter-agency communications whilst ensuring effective initial assessment and deployment of enforcement resources across all controlled products including vaping products, tobacco, and other regulated substances. The incumbent manages cross-functional teams handling information processing, seizure management, and enforcement support operations, coordinates strategic partnerships with multiple government agencies, and ensures seamless integration between information intake and enforcement deployment whilst translating policy directives into operational excellence. The role involves leading strategic initiatives for information management innovation, overseeing performance monitoring systems, and supporting senior leadership decision-making through comprehensive analytical insights and operational reporting across the controlled products enforcement ecosystem.

What you will be working on

Strategic Information Management & Triaging Leadership

  • Lead development of comprehensive information intake strategies and frameworks managing multiple channels including online reporting systems, dedicated hotlines, and inter-agency communications across all controlled products enforcement activities.
  • Oversee strategic triaging operations ensuring effective assessment and categorisation of reports including possession, use, purchase violations, vehicle-related offences, advertisements, social media violations, and sales activities across controlled products enforcement.
  • Conduct strategic reviews of information processing workflows, identifying opportunities for innovation, process enhancement, and resource optimisation to improve response times and deployment effectiveness across controlled products operations.

Enforcement Deployment & Resource Coordination

  • Lead strategic oversight of enforcement deployment decisions including patrol scheduling, resource allocation, and inter-agency coordination for field operations across controlled products violations.
  • Oversee comprehensive deployment frameworks for immediate response operations, scheduled patrol activities, and specialised enforcement actions based on information assessment and strategic priorities across controlled products enforcement.
  • Establish strategic protocols for coordinating with multiple government agencies including environmental agencies, parks authorities, transport agencies, police, and education ministries for comprehensive enforcement coverage across controlled products violations.

Seizure & Evidence Management

  • Lead strategic oversight of seizure management operations including storage facility management, audit procedures, evidence withdrawal protocols for laboratory testing, and disposal coordination across controlled products enforcement activities.
  • Oversee comprehensive seizure collection operations including checkpoint bin management, government sector collections, and non-government sector coordination with schools, transport hubs, hospitality venues, and residential facilities across controlled products seizure activities.
  • Establish strategic frameworks for seizure statistics monitoring, inflow and outflow tracking, and evidence chain management to ensure operational integrity and compliance across controlled products enforcement operations.

Contract Management & Vendor Oversight

  • Lead strategic oversight of contract management operations including performance verification, service level monitoring, and invoice validation for enforcement contracts, seizure management services, disposal operations, and transport services across controlled products operations.
  • Oversee comprehensive contractor screening and management processes ensuring compliance with contract requirements, performance standards, and operational specifications across all outsourced enforcement and support services.
  • Establish strategic frameworks for vendor performance monitoring, contract compliance verification, and service quality assurance across controlled products enforcement support operations.

Performance Monitoring & Strategic Reporting

  • Oversee comprehensive performance management systems for information processing, triaging efficiency, deployment effectiveness, and case closure rates across all controlled products information management and enforcement support activities.
  • Lead preparation of strategic analytical reports including weekly statistics, patrol outcomes, fortnightly consolidated reporting, and ad hoc analysis that support senior leadership decision-making and inform resource allocation across information management operations.
  • Establish strategic performance indicators, quality frameworks, and monitoring systems to ensure operational effectiveness and continuous improvement across controlled products information management and enforcement support activities.

Inter-Agency Coordination & Strategic Partnership

  • Lead strategic coordination with multiple government agencies, statutory boards, and external partners for comprehensive information sharing, enforcement coordination, and operational support across controlled products enforcement activities.
  • Establish and maintain strategic partnerships for information exchange, joint operations, and resource sharing including coordination with environmental, transport, education, and law enforcement agencies across controlled products enforcement ecosystem.
  • Represent the branch in high-level inter-agency forums and strategic coordination meetings requiring senior-level leadership and stakeholder management across controlled products information management and enforcement support operations.

Leadership & Capability Development

  • Lead and supervise the First Information Reporting Branch team including information processing officers, triaging specialists, seizure management staff, and contract coordination personnel, ensuring effective performance management and operational alignment through coaching and professional development initiatives.
  • Foster a culture of operational excellence, innovation, and continuous improvement whilst maintaining high standards of information processing quality and enforcement support across all controlled products operations.
  • Oversee strategic resource planning including management of outsourced contractors and capability development for the branch, ensuring adequate skills and capacity to meet evolving operational requirements and policy objectives.

Other Duties

  • Perform any taskings and duties as directed by the Deputy Director or senior management

What we are looking for

Qualifications and Experience

  •  A strong background, preferably in public administration, information management, operations management, or related field with minimum 6-8 years' experience in senior information management operations, enforcement coordination, contract management, or regulatory operations within government or public sector environments.
  • Proven leadership experience managing teams and leading strategic operational initiatives with demonstrated ability to coordinate complex information processing workflows, enforcement deployment activities, and multi-agency partnerships across government operations.
  • Demonstrated experience in strategic policy implementation, inter-agency coordination, and senior stakeholder management within enforcement or regulatory environments, with track record of translating strategic policies into operational frameworks and driving performance excellence in information management and enforcement support operations.
  • Experience in strategic partnerships, contract management, and coordination with multiple government agencies on enforcement operations, information sharing, and operational support requiring senior-level coordination and stakeholder management.
  • Experience liaising with senior government officials, agency representatives, and external partners on strategic operational matters requiring executive-level coordination and stakeholder management across information management and enforcement support functions.

  • Excellent information management and process improvement expertise with ability to lead strategic initiatives across information intake and enforcement support operations, manage multiple operational priorities simultaneously, and deliver strategic outcomes within established timelines and resource constraints.
  • Excellent communication, writing, and presentation skills with ability to articulate complex operational information clearly to diverse audiences, including senior management, government officials, and external stakeholders across the controlled products enforcement ecosystem.
  • Strong organisational and leadership skills with ability to manage teams effectively, work under pressure, and maintain strategic focus in dynamic operational and policy environments whilst ensuring the highest standards of information management and enforcement support excellence
