Senior Manager (Project Management - Integrated Digital Delivery)

What the role is

• To support PA on the digital transformation and development/adoption of Integrated Digital Delivery (IDD) for PA’s community infrastructure projects.
• To support the Division in the project management of PA’s community infrastructure to meet its operation needs.
• To support PA’s objectives to promote social cohesion and community bonding by creating conducive community spaces for people to meet, interact and bond.

What you will be working on

• Oversee and develop digital implementation as well as implement Employer's Information Requirement (EIR) for Built Environment projects together with the project team and taskforces of the Division.
• To help select appropriate digital technologies and integrate the processes across all phases of the project as well as be fully involved in managing the Common Data Environment (CDE) including PA's selected project delivery platform.
• Provide expert assistance in configuration and setting up of project environments in PA's selected project delivery platform, handle all user-based process queries, conduct handholding sessions and clinic sessions as necessary for each assigned project, and ensure optimal platform utilisation and user adoption.
• Provide comprehensive support to project teams, review and rigorously enforce digital implementation according to PA's Employer Information Requirement (EIR) for identified projects, proactively make suggestions to improve processes and standards, and provide PA with detailed feedback collected from project teams including recommendations for improvement.
• Drive and promote IDD through the effective use of specific digital technologies and tools to integrate work processes and improve construction workflows. Conduct regular IDD review meetings for identified projecst and prepare comprehensive reports on progress, issues, and recommendations.
• Maintain up-to-date knowledge of industry best practices, emerging technologies, and regulatory requirements, and provide recommendations to PA on continuous improvement opportunities.


Duties & Responsibilities

• Manage the whole project lifecycle (from planning, design, tender, construction, closing & handover) of new and upgrading Community Club/Centre (CC) projects including other PA development projects to meet PA’s objectives, functional requirements to create conducive community spaces for residents to meet and bond & build up social capital. Lead the project teams of assigned projects and taskforces for special projects of the Division. These include (but is not limited to):
• Work with stakeholders on design briefs and review design with relevant stakeholders such as Advisers, Grassroot Leaders, BFC, CCMC, etc. and align multiple stakeholders & co-locating partners to project vision in developing synergetic and complementary facilities to meet the needs of residents in standalone CC or complex co-located community projects during Design and Construction stage.
• Lead and manage project teams inclding multi-discipinary consultancy teams for the design, implementation of community infrastructure building and upgrading projects to ensure assigned projects complete within schedule & approved budget to meet the projects’ strategic, design, quality and operational objectives, from design to completion including defects liability periods, handing over of required documents to FM and finalization of project accounts.
• Monitor the overall status of projects, submits progress updates on projects and ensure timely submission of status reports to Management and Stakeholders.
• Ensure compliance with Government, internal procurement and financial procedures.
• Ensure proper project closure and handover of project documents to Internal Stakeholders.

Knowledge & Skills

The minimum education and experience profile required by the job-holder to perform on the job.

Education

Minimum - Professional Certification in Architecture, Building or Project Management, Construction Management, Engineering, Information Technology or equivalent; or Tier 2: Lead certification or higher from Digital Delivery Management (DDM) Accreditation Scheme by buildingSMART Singapore, or equivalent certification recognised by PA, together with relevant practical experience as determined by PA.

Experience

Minimum - 5 years working experience in related infrastructure/ building field with good knowledge of architectural design, space planning, project management, building regulations, construction; or in related fields with substantial experience in implementing IDD, BIM, or digital project delivery
methodologies.

Desired - As above but more than 7 years experience.

• Must have strong organisational, conceptualisation and interpersonal skills.

• Resourceful and able to work well in teams and lead the team towards achieving specific goals.
• Good communication, organisation and inter-personal skills.

• Knowledge of contract administration and project management.

• Proficient in MS Office application (eg Words, Excel, PowerPoint).

• Knowledge of AutoCAD and Revit Adobe Photoshop, SketchUp and rendering software is an added advantage.

• Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory guidelines.

• Knowledge of Game Changing Technology (such as PPVC, CLT) is an added advantage.
