What the role is

As a Commercial Properties Manager, you will play a key role in shaping and sustaining a vibrant, relevant, and community centric commercial ecosystem across HDB towns. The role spans strategic trade curation, marketing and leasing of commercial properties, stakeholder engagement, and process transformation, with a strong focus on meeting residents’ needs both in established towns and new developments.

What you will be working on

• To take a holistic and tactical approach to curating commercial trades in HDB towns, particularly ageing estates, to ensure retail, office and service offerings remain relevant, diverse and responsive to residents’ needs. • Support initiatives to ensure commercial and social amenities in new HDB developments are planned, marketed and operationalised in a timely manner to serve residents early in their move in journey. • Develop and implement strategic approaches to support innovative, new to market retail, office and service concepts, contributing to the rejuvenation and resilience of HDB’s commercial ecosystem. • Execute government revenue procurement processes for the leasing of commercial spaces, including the conduct and administration of tenders via HDB’s e bidding platforms, ensuring compliance with procurement policies and governance requirements. • Address feedback and enquiries from stakeholders, including tenants, customers, residents, local grassroots leaders, Advisers etc, relating to the marketing, leasing and management of commercial properties and social communal facilities. • Work closely with relevant Ministries and Agencies (e.g. MSF, MOH, ECDA and others) to facilitate the planning and setting up of social communal facilities that meet the specific needs of local communities. • Support land administration–related matters for commercial and social communal uses, including applications for Land Betterment Charge assessments, the Lifting of Title Restrictions etc, and coordinate with relevant internal departments and external agencies where required. • Participate in ad hoc and longer term projects involving the continuous digitalisation, simplification and rationalisation of workflows, including data collection, analytics, system enhancements and alignment with private sector commercial practices.

What we are looking for

• Possess a good background preferably in Estate Management/Real Estate, Marketing, Business or the equivalent, and preferably with a minimum of 3 years' relevant working experience in the marketing and leasing of commercial properties. • Possess a good understanding of property and industrial trends in the retail, office and service sectors across both local and international property markets. Strong rapport and networks with retail businesses, as well as private landlords or developers, would be an advantage. • Familiarity with land administration matters such as Land Betterment Charge assessments and the Lifting of Title Restrictions, as well as the design, renovation, operational and regulatory requirements of commercial and social communal facilities; experience engaging relevant authorities or consultants or businesses would be an advantage. • IT savvy and quick to learn, with the ability to pick up internal systems and leverage publicly available data sources for analysis of the commercial leasing landscape; experience in government revenue tendering processes would be an advantage. • Strong analytical and problem solving skills, with confidence in negotiations and stakeholder engagement, evaluation and sound decision making. • Possesses a positive, self driven and adaptable attitude, with strong interpersonal and communication skills (oral and written), and a demonstrated aptitude for customer service. • Able to work independently while collaborating effectively within cross functional and inter agency teams.
