What you will be working on
• Plan and manage the Ministry's overall financial resources for optimal utilisation to achieve desired outcomes, whilst ensuring accountability and governance in resource management.
• Assist in the development of the comprehensive medium-term financial resource plans spanning 3-5 years to support strategic agency objectives, conducting detailed analysis of spending patterns, programme effectiveness, and emerging needs to prepare compelling business cases for MOM block budget reviews.
• Manage the Ministry’s coordination for submission of budget requirements to MOF through the iBudget system, engaging closely with MOF, departments and finance consultants on budget details to ensure accuracy in submissions.
• Conduct financial analysis through the use of appropriate analytical tools and techniques such as simulation, forecasting, modelling and market research to provide value-added insights for decision-making and accelerate transformation
• Identify opportunities for improvement through transforming, streamlining and digitalising processes, e.g. robotic process automation (RPA)
• Serve as business partner to statutory boards, providing advisory services and managing disbursements in compliance with government regulations. Coordinate and collate financial submissions to AGD and MOF, ensuring accuracy and timely submission whilst monitoring their financial performance
What we are looking for
• Knowledge in Accounting or Business Administration with at least two years of relevant experience in finance/budget-related areas is preferred
• Experience in Government agencies/public organisations, with knowledge in public sector financing and governance is preferred
• Experience in data analytics and RPA is advantageous
• Possess critical thinking, analytical, problem-solving and decision-making skills
• Good interpersonal skills and able to engage and communicate with key stakeholders at all levels
