The Head (AI Programme Management & Collaboration) leads the execution of HTX's AI programme delivery and strategic ecosystem development initiatives. This role oversees end-to-end, cross-functional AI programmes spanning multiple divisions while driving strategic collaborations with industry, academia, and government partners to enhance AI capabilities for Home Team operations. The position holder manages cross-functional teams to deliver complex AI implementations within budget, timeline, and quality parameters, whilst building a vibrant AI ecosystem through strategic partnerships that leverage external expertise and resources. Key responsibilities include ensuring programme governance, coordinating resource allocation and budgeting, managing procurement of AI solutions, and facilitating collaborative initiatives such as information sharing, co-developments, joint trials, and project implementations that align with organisational strategic objectives. The position holder is responsible for providing timely updates on programme status and ecosystem engagement activities. What you will be working on
AI Programme Management & Delivery
• Lead AI programmes delivery, budgeting and resource allocation across multiple divisions
• Coordinate with cross-functional teams (R&D, Product Development, Platforms, Data Engineering, Infrastructure) to ensure timely delivery of AI projects and initiatives
• Manage team resources to deliver programme milestones and comprehensive reporting
• Drive programme execution, manage risks and issues escalation, and ensure quality deliverables that demonstrate benefits realisation
• Ensure programme governance and adherence to timelines, budget controls, and quality standards
AI Programme Performance Monitoring & Reporting
• Produce regular dashboards and reports on AI adoption, performance and organisational AI maturity
• Maintain robust documentation and provide timely updates on programme status and AI adoption progress
• Develop and track KPIs for programme delivery activities
• Prepare regular reports highlighting programme successes, challenges, and opportunities for improvement
Strategic Partnership Development & Ecosystem Collaboration
• Execute engagement strategy to build a vibrant AI ecosystem of industry, academia and government partners
• Facilitate collaborative initiatives such as information sharing, co-developments, joint trials, and project implementations aligned with organisational strategic objectives
• Track ecosystem engagement KPIs and produce regular status reports on partnership activities
• Foster strategic relationships that leverage external expertise and resources to solve complex problems faced by Home Teams
Technical Procurement & Vendor Management
• Provide technical expertise for the procurement of AI solutions, including reviewing specifications and evaluating vendor proposals
• Identify, evaluate and recommend technology and vendor solutions that meet Home Team's AI use-case requirements
• Support contract negotiations and vendor relationship management for AI technology acquisitions
• Ensure procurement processes align with programme objectives and technical requirements
What we are looking for
• Minimum Post-graduate / tertiary qualification in Computer Science, Engineering, Information Systems, AI or related quantitative/analytical fields
• Minimum 10 to 12 years of technology development in AI-related domains, with at least 3 years in senior roles that includes programme management, ecosystem collaboration, and strategic partnerships; delivering large-scale, multi-site AI projects and management experience
• Strong understanding of AI domains not limited to Vision AI, Embodied AI, Language AI, LLM & LMM, AI Safety & Security, and Emerging AI; experience with AI/ML, data science and analytics, and knowledge of AI Governance policies and frameworks.
• Demonstrated track record of building strategic partnerships, evaluating vendor solutions, negotiating contracts and leading collaborative AI initiatives with industry, academia and government partners
• Experience in procurement, budgeting, financial tracking and resource allocation for AI programmes
• Excellent verbal and written communication; ability to provide briefings and influence senior stakeholders across HTX and Home Team departments; strong facilitation and interpersonal skills
• Understanding of Home Team departmental business and technical requirements; familiarity with homeland-security contexts
• Strong programme delivery focus and execution capabilities
• Excellent vendor and partnership management skills
• Comfortable to travel occasionally
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
