Responsibilities
As SAD, Procurement (Central Procurement Office), you will report directly to Chief Financial Officer and be part of a dynamic team in managing AGC's procurement functions to ensure prudent spend and compliance with the Government's Instruction Manuals (IM).
Your scope of work will include a range of procurement activities covering the following:
• Review of AGC’s procurement to ensure compliance with the Government Instructions Manual (IM) on Procurement and internal procurement guidelines.
• Review and incorporate changes to IM and other Whole-of-Government processes into AGC’s procurement processes. Conduct internal trainings / briefings where required to explain the policies to users.
• Establish Whole-of-Government Demand Aggregation contracts and reporting of the contract utilisation.
• Provide procurement guidance and advice to all users in the review of all procurement submissions such as tender specifications, evaluation reports and contract variations.
• Check and detect potential fraud activities and/or procurement lapses on AGC’s contracts.
• Review of internal Procurement policies / guidelines to ensure compliance with IM changes.
• Prepare procurement related data analysis for management reporting
• Perform AO role in accordance with the Government Contracts Act for AGC.
• Supervise a team of officers in the Central Procurement Office in carrying out the procurement function, and to ensure timeliness and accuracy in the turnaround of the procurement requests.
• Any other ad-hoc matters assigned by Chief Financial Officer

Requirements
• Professional qualification, preferably in Finance or Business studies.
• Min. 4-6 years' experience in procurement, preferably on government procurement
• Min. 2-3 years’ of supervisory experience
• Preferably having experience with NFS@Gov and GeBIZ.
• Strong analytical and communication skills.
• Mature, well-organised, meticulous and resourceful, with ability to multi-task.
• Ability to work closely with team and cross-functional across the organisation and engaging stakeholders
