Senior Manager (Resource Management), Finance

What the role is

The Ministry of Digital Development and Information (MDDI) drives Singapore’s digital development across the economy, government, security, and society. You will be part of a dynamic team responsible for finance functions, where you will play a vital role as a business partner to senior management and business units in budgetary and financial matters through designing and implementing resource allocation strategies, cost optimisation, performance management and process enhancements. We are looking for resourceful, energetic and self-motivated individuals who are inspired to play an active role to make a difference and contribute to the public good.

What you will be working on

1. Plan and implement resource (financial and manpower) allocation frameworks and models to effectively drive business and strategic outcomes, in accordance with prevailing government budgeting principles and policies. 2. Formulate or design finance policies for resource allocation and other finance matters within MDDI Family 3. Evaluate and analyse multi-year project budget submissions and funding proposals to optimise resource allocation. 4. Monitor projects performance and periodic deep-dive analysis to identify underlying causes and drive improvement. 5. Support business units, project teams and management with financial views/insights to help make informed decision or business plans, key performance indicators, and process developments, towards organisation’s objectives 6. Identify areas to leverage on technology and develop capabilities to improve operating and budgeting and processes. 7. Assist in ad hoc projects as assigned as part of staff development

What we are looking for

• Ability to work independently with good time management and a good team player with excellent interpersonal, communication and stakeholder management, as well as strong analytical skills • Committed, self-driven and thrive in a fast-paced environment. • Knowledge in management accounting principles, with 5 or more years of experience in budgeting or financial planning and analysis function. • Working experience in Government agencies with knowledge of public sector finance system and budgeting will be an advantage • Experience in consolidating large volume of data, with good MS Excel skills • Working knowledge of data visualisation software (e.g. Power BI and Tableau) Only shortlisted applicants will be notified within 2 weeks after closing date.
