The Head of AI Training & Competency will lead and drive the development of AI training content, with a specific focus on upskilling all Home Team officers in the responsible and effective use of AI tools. This role is pivotal in ensuring that learning content remains relevant and aligned with the evolving needs of the Home Team, while fostering a community of AI advocates who will encourage the adoption of Home Team’s suite of AI tools.
The incumbent will engage Home Team Departments (e.g., SPF, SCDF, ICA, etc.), industry partners, academia, and government agencies to stay abreast of the latest AI technology trends, policies, and learning needs. Additionally, the role involves overseeing AI training-related activities, identifying new learning and development initiatives, and continuously reviewing and updating content to meet the dynamic requirements of the Home Team. The ideal candidate will have a strong background in learning and development, experience developing and executing AI upskilling training programs, effective stakeholder engagement, and a strong passion for empowering individuals with the use of AI.

What you will be working on
• Lead a team of engineers in developing and delivering AI training content to upskill Home Team officers in the responsible and effective use of AI tools, ensuring alignment with evolving technological trends and Home Team requirements
• Continuously review and update AI training content to maintain relevance and effectiveness, incorporating feedback from stakeholders and industry best practices
• Establish and maintain rapport with internal and external stakeholders to ensure that learning content remains relevant and aligned with the evolving needs of the Home Team and public sector
• Manage the community of AI advocates to encourage the adoption of the Home Team’s suite of AI tools
• Ensure the team’s execution of AI training-related activities, including the planning, execution, and evaluation of training programs, workshops, and events
• Develop and implement a structured AI training curriculum, including workshops, e-learning modules, and hands-on sessions, to upskill Home Team officers in the responsible and effective use of AI tools
• Conduct regular reviews of AI training content to ensure alignment with evolving technological trends, Home Team requirements, and industry best practices
• Engage with internal and public sector stakeholders, including Home Team Departments and Gov agencies on the latest learning & development policies for AI
• Drive new learning and development initiatives through engagements with industry partners and academia to identify emerging AI technology trends and learning methodologies
• Lead the community of AI advocates by organizing regular meetings, sharing best practices, and providing resources to encourage AI adoption
• Oversee the planning, execution, and evaluation of AI training-related activities
• Enhance AI competency and adoption across all Home Team Departments through targeted training programs and community engagement
• Ensure continuous improvement in AI training content that remains relevant
• Ensure successful execution of AI training-related activities, including workshops, seminars, and events
• Have the ability to decide on and allocate resources to training initiatives, workshops, and community engagement efforts to maximize impact and meet learning objectives
• Identify and address major challenges in AI adoption, such as resistance to change, skill gaps, and evolving technology, to drive successful upskilling across the Home Team
• Contribute and propose initiatives to enhance AI training content and methodologies, ensuring alignment with evolving technological trends and Home Team requirements
• Comfortable with conducting presentations and brief HTX and HTD managements on AI Training activities, upskilling status, and new initiatives.
• Able to understand the diverse learning needs of different HTDs and their officers, AI products developed by product squads, and effectively translate these requirements and capabilities into effective learning content for all Home Team officers
• Collaborate with other partners in the Home Team Training & Learning community to ensure alignment with evolving digital and AI learning needs to ensure Home Team officers are equipped with the latest digital core competencies
What we are looking for
• Bachelor’s or Master’s degree in Computer Science, Computer Engineering, or a related field such as Human Resource Management specialising in adult and continuing education would be advantageous
• Minimum 10 to 12 years of relevant professional work experience in corporate training, instructional design, or organizational development, with hands-on experience in leading enterprise-wide upskilling initiatives, and minimum 3 to 5 years of supervisory experience
• Experience in designing and implementing competency frameworks and learning pathways
• Experience in digital learning ecosystem management, including the selection, implementation, and optimization of Learning Management Systems (LMS) or Learning Experience Platforms (LXP)
• Familiar with instructional design methodologies and content authoring tools, with a deep understanding of adult learning theories and blended learning trends• Agile and resilient in adapting to rapid AI advancements, ensuring training remains relevant and effective.
• Able to translate Home Team Learning and Training needs into practical implementation
• Clear-headed and resilient under pressure, with strong problem-solving capabilities and high integrity
• Excellent communicator and team player, with strong organizational skills and attention to detail
• A proven track record of people management, with ability to develop individuals' careers and motivation to achieve team outcomes

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
