Senior Manager (Digital Transformation Office)

What the role is

The Senior Manager (Digital Transformation) supports the implementation of PA’s digital transformation initiatives by working closely with pilot Constituency Offices (COs) to operationalise redesigned workflows and digital tools.

The role focuses on ground implementation, stakeholder coordination and change adoption to ensure that digitalisation efforts improve operational efficiency and support community engagement.

The incumbent will work as part of the Ground Digitalisation Taskforce to implement end-to-end process improvements for key grassroots operations and support the scaling of successful practices across COs.

What you will be working on

1. Process Implementation & Integration

• Support the implementation of redesigned workflows for key grassroots processes (e.g. Events, Grants, Courses) at pilot COs.
• Translate HQ policy requirements and system capabilities into practical operational workflows for CO teams.
• Work with HQ divisions, ICT and operational teams to address issues related to process implementation and system integration.

2. Ground Implementation & Coordination

• Work closely with CO teams to implement new workflows and ensure operational readiness.
• Coordinate with CDD representatives and HQ divisions to support smooth rollout of digital initiatives.
• Support implementation sequencing, readiness checks and stabilisation activities during the pilot phase.

3. Change Management & Adoption

• Support CO teams in adopting new workflows and digital tools through training, coaching and on-site support.
• Reinforce consistent use of redesigned workflows and digital platforms.
• Build strong working relationships with CO teams to facilitate change adoption and address operational concerns.

4. Stakeholder Engagement

• Engage CO leadership, CDD representatives and HQ divisions to support implementation of digital initiatives.
• Serve as a key point of contact for assigned COs during the pilot phase.
• Facilitate communication between operational teams and HQ stakeholders.

5. Performance Monitoring & Learning Capture

• Track implementation progress and monitor adoption of redesigned workflows and digital tools.
• Capture operational feedback, lessons learnt and improvement opportunities during pilot implementation.
• Support reporting on pilot outcomes and contribute to documentation of implementation playbooks for future rollouts.

What we are looking for

  • Support related digital transformation initiatives led by the Transformation Office.
  • Undertake other ad-hoc duties assigned by supervisors.

Knowledge & Skills

• Understanding of operational workflows and process implementation.
• Familiarity with digitalisation initiatives and adoption of digital tools.
• Strong coordination and stakeholder engagement skills.
• Ability to translate operational requirements into practical solutions.

Experience

Minimum:

• At least 3–5 years of relevant experience in operations, programme implementation, project management or related roles.

Desired:
• Experience working with grassroots operations or community programmes.
• Experience in stakeholder engagement and change management initiatives.

Others            

• Willingness to work closely with CO teams and travel to pilot CO locations when required.
• Ability to work in a dynamic operational environment and support implementation of organisational transformation initiatives.
