Assistant Manager/Manager (Operations Planning and Monitoring Department)
What the role is
What you will be working on
As a transformational leader in this role, you will:
Architect and execute initiatives that redefine cleanliness and hygiene standards in Singapore's markets and hawker centres ecosystem, positioning them as exemplars of public health excellence. You will orchestrate complex stakeholder ecosystems spanning government agencies, technology solution partners, integrated cleaning contractors, and other groups to deliver breakthrough operational outcomes that enhance both public health resilience and patron experience. You will be responsible for the following:
Support end-to-end strategic procurement processes, designing and executing tender frameworks for services including integrated cleaning solutions and carpark management
Drive performance excellence through contractor management, by implementing monitoring systems, comprehensive audit frameworks and streamlining administrative processes
Pioneer and scale cleaning innovations, deploying emerging technologies, which include sensors, monitoring systems, and automated solutions to drive productivity, optimise operational workflows, and deliver exceptional patron experiences
Manage the comprehensive implementation of the Environment Sanitation (ES) Regime across all MSE-owned markets and hawker centres
Develop budget planning and monitoring frameworks that ensure effective resource allocation, enhance operational efficiency, and deliver clear value outcomes
Navigate regulatory requirements and implement robust audit processes to ensure regulatory compliance
Deliver key assignments that strengthen contractual management practices, improve administrative processes, and support strategic operations planning to enhance departmental effectiveness and service delivery
What we are looking for
At least 1 year of working experience in contract management / operations planning
Prior experience in government procurement will be an advantage
Meticulous with an eye for detail
Organised and able to multi-task
Strong analytical and project management skills
Good written and verbal skills
Good communication skills and task-orientated
Able to work independently, collaboratively and under tight deadlines
Able to adapt to a fast-paced environment and manage multiple priorities and stakeholders at the same time
Good team player, self-driven, resourceful and ready to strive for improvement
Proficient in Microsoft Office Suite and computer skills
Able to work weekends/beyond office hours (when necessary)
