The Population Policy & Planning Directorate (PPD) is an energetic and fast-paced team that drives the whole-of-government effort to tackle challenges and seize opportunities associated with Singapore’s current and future population. The team’s tasks include policy reviews, population planning, and policy research to drive and coordinate Singapore’s immediate and longer-term population strategies.
The Policy Analytics Office (PAO) catalyses and steers the development of Whole-of-Government capabilities in data-driven policy making, e.g., the Citizen 360 (C360) effort. The team’s tasks include (a) conducting in-house analyses on admin-sentiments data to guide WOG’s policymaking efforts, and (b) working with govt agencies to develop capabilities to embed a data driven approach in agencies’ policymaking efforts.

What you will be working on
• Conduct quantitative and qualitative analyses on population trends projections and policy issues using methods such as statistical analysis, forecasting, econometric modelling and randomised control trials
• Apply latest data science and behavioural insights methodologies to analyse administrative and sentiments data to identify citizen segments, surface emerging issues and generate insights to inform Whole-of-Government policymaking
• Coordinate and drive collaborative policy research and analytics across PMO strategy group, government agencies, and external partners including academics
• Partner agencies to develop and embed data driven approaches in policymaking, integrating data, behavioural insights, and citizen perspectives
• Provide timely, policy-relevant insights and develop recommendations to address Singapore’s evolving population needs and challenges
What we are looking for
• Technical proficiency – strong quantitative skills (e.g., proficient in R or Python), including the confidence to work with large datasets and data analytical tools. Familiarity with collaborative version control tools such as git/ GitHub / GitLab is a plus
• Deep Critical thinking – strong critical thinking, with the ability to interrogate assumptions, assess trade-offs, and synthesise insights across data and policy domains
• Strong interpersonal skills – the ability to work with many stakeholders daily
• Intellectually curious and highly adaptable – must be able to embrace new methodologies and tools
