Emergency Preparedness and Readiness Senior Manager

Lead crisis preparedness and response across Singapore assets, managing high-impact incidents involving life safety and asset integrity whilst coordinating with authorities and supporting senior leadership decision-making.

Crisis Framework & Governance - Develop crisis resilience frameworks, governance structures, and escalation protocols aligned with Singapore's regulatory landscape. - Operationalise frameworks across divisions ensuring preparedness and response capabilities. Scenario Planning & Preparedness - Lead scenario planning for landlord-relevant crises, translating scenarios into authority-ready response playbooks with notification triggers and engagement protocols. - Maintain centralised crisis documentation repositories. Whole-of-Government Coordination - Represent JTC at national WoG agency meetings for crisis plan development and implementation. Exercises & Simulations - Design and facilitate tabletop exercises, desktop simulations, and regular drills with senior management and stakeholders. - Document outcomes, lessons learnt, and track remediation actions. Authority & Stakeholder Coordination - Support crisis leaders and leadership engagement with regulators. - Coordinate with facilities management, tenants, contractors, and insurers for aligned response. Crisis Resources & Systems - Manage essential equipment stockpiles and contract services. - Oversee systems for monitoring, analysing, and responding to critical incidents. Crisis Activation & Response - Support crisis activation for major incidents, maintain situational awareness, and provide decision support. - Ensure accurate documentation of decisions and regulatory communications. Post-Incident Review - Lead post-incident reviews, coordinate root cause analysis, and support regulatory submissions and improvement plans. Benchmarking - Conduct industry benchmarking and build networks with relevant EPUs across public sector agencies.

• Trusted advisor to senior management with clear, confident communication skills • Hands-on, calm, and structured under pressure • Degree in relevant discipline; professional certifications (CBCI, ISO 22301) preferred • Experience in scenario planning and tabletop exercise facilitation • Minimum 5 years in crisis management, emergency planning, BCM, disaster recovery, or authority investigations
