Senior Manager, Standards & Compliance (2-Year Contract)

Fixed Terms
Closing on 07 May 2026

What the role is

The Health Promotion Board’s vision is to make Singapore a nation of healthier people.

Come be a part of this journey if you’re passionate about creating boundary-pushing work that drives behavioral change.

You will be a part of HPB’s Youth Preventive Health Service, which delivers comprehensive health screenings and preventive care to approximately 400,000 school-going children across Singapore.

Our mission is to identify growth and developmental conditions early whilst providing timely vaccination and follow-up care. We are establishing a robust Quality Assurance and Governance Framework to ensure the highest standards of care across our four departments: (1) School Health Sreening, (2) Student Health Centre, (3) School Engagement Hub, and (4) Nursing.

What you will be working on

As a key member of Youth Preventive Health Service team, you'll have to be comfortable to put on many hats.

  • You will develop and implement a comprehensive six-pillar Quality Assurance and Governance Framework that consolidates existing departmental standards into a unified system for consistent oversight and continuous improvement.

  • You will conduct independent compliance assessments and validation across all departments, challenging teams to provide evidence-based compliance rather than assumptions whilst maintaining collaborative relationships

  • You will work collaboratively with multiple stakeholders, internal and external, including department heads, clinical teams, and senior leadership whilst maintaining the objectivity required for credible oversight.

  • You will establish performance monitoring systems with real-time dashboards, validate data integrity, and provide independent assurance reports to senior leadership on compliance status and risk areas.

  • You will support governance functions including QA Committee meetings, strategic planning sessions, and drive closure of compliance gaps through corrective action plans and follow-up validation.

What we are looking for

An ideal candidate will be a dynamic and self-motivated individual with at least 5 years of working experience in healthcare quality assurance, compliance, or audit roles. Experience in framework development and independent validation will be an added advantage. The candidate should also possess:

  • Strong collaborative and partnership building skills; confident to work with clinical teams and department heads whilst maintaining independence for credible oversight.

  • Prior experience in healthcare quality assurance, compliance, audit, or framework implementation.

  • Ability to work cohesively in fast-paced healthcare environments and navigate complex stakeholder relationships with exceptional diplomatic skills.

  • Able to work well in matrix organisations and highly dynamic healthcare teams.

  • Work independently with minimal supervision whilst providing objective challenge and validation.

  • Strong result-orientation and enjoys the challenge of uncovering gaps between perceived and actual compliance.

  • High emotional intelligence with professional integrity and courage to ask probing questions constructively.

  • Strong ability to distil and communicate complex compliance findings in a concise and coherent manner (written and oral).
