What the role is
What you will be working on
(a) Data Management and Governance
Comply with Public Sector standards and relevant Instruction Manuals (IMs) on data focus areas (such as data lifecycle, sharing, access and protection)
Serve as MUIS’ key point of contact for WOG, Ministry and community partners on data governance and data domain matters
Drive data quality frameworks and data stewardship in MUIS
(b) Data Security and Classification Management
Manage security and sensitivity classifications for both registry operations and data assets in accordance with the Government Instructions for Security of Classified Information and Information Sensitivity Framework
Oversee implementation of the Government Commercial Cloud security requirements and data protection protocols
Ensure compliance with the WOG Application Infrastructure security standards
Coordinate with the WOG and Ministry partners, and relevant MUIS stakeholders on data-related incident management and emergency response procedures
(c) Data Analytics, Digital Transformation and AI
Build capability and capacity in data analytics and AI domain in MUIS
Provide governance oversight and strategic direction for AI adoption in MUIS, aligned with national and WOG Responsible AI frameworks
Collaborate with Smart Nation, Digital Government Office (SNDGO) and WOG partners on data- and AI- enabled transformation initiatives
(d) Data and AI Project Management
Embed appropriate governance frameworks within projects (such as project charters, scope definitions and success criteria)
Prioritise and monitor project implementation at appropriate platforms
Oversee project lifecycle management (such as planning, risk management, execution and monitoring)
Support other stakeholders/clusters in implementing key MUIS projects
(e) Records Management (RM)
Implement WOG RM framework based on National Library Board (NLB) Act, National Archives of Singapore (NAS) requirements and other relevant IMs
Manage MUIS RM workstreams and needs (such as agency records collection, preservation, onsite/ offsite storage, declassification, appraisal and audit)
Drive compliance on retention and disposition based on NAS guidelines
Oversee digital RM system and deploy digital preservation strategies
(f) Knowledge Management (KM) and Internal Communications
Devise and operationalise KM and internal communications frameworks
Coordinate with internal stakeholders on the management of intranet platforms, digital collaboration tools and information sharing systems
Establish and grow Communities of Practice and knowledge sharing protocols
What we are looking for
Essential Requirements
Tertiary education in Information Systems, Data Science, Public Administration, Business Administration, or a related field
Minimum 7 years of progressive experience in data management, analytics, and/ or related fields with at least 3 years in a supervisory capacity
Demonstrated experience in project management with formal certification (PMP, PRINCE2, or equivalent) preferred
Strong understanding of data governance frameworks, regulatory compliance, and risk management principles
Experience with data analytics tools, business intelligence platforms, and emerging technologies including AI/ ML applications
Specialist Knowledge and Skills
Knowledge of Singapore's regulatory environment related to Data, AI and KM (such as Personal Data Protection Act, Cybersecurity Act, Public Sector (Governance) Act and public sector compliance requirements)
Proficient in data management technologies, cloud platforms, and enterprise information systems
Experience with RM systems, classification schemes, and archival principles Understanding of cybersecurity frameworks, risk assessment methodologies, and incident response procedures Understanding of Knowledge Management (KM) principles, content management systems and digital collaboration platforms
Industry Experience
Experience working in public/ private sector agencies requiring regulatory compliance
Demonstrated success in leading cross-functional teams and managing complex, multi-stakeholder projects
Experience in driving digital transformation, system implementations, or organisational change management
Background in consulting, financial services, healthcare, or other data-intensive industries would be advantageous

Additional Considerations
Professional certifications in data management (CDMP), information governance (IGP), or related fields preferred
Experience with agile methodologies, design thinking, and project delivery preferred
Familiar with Singapore's Smart Nation initiatives and whole-of-government digital services
Successful candidate will be appointed on contract basis with our subsidiary, Warees Investments.
