Manager/Senior Manager (Residential Partnership and Licensing), SSP/RSL

Residential Support and Licensing (RSL) Division licenses and manages MSF-funded programmes for lower-income or vulnerable individuals and families (including children and young persons, homeless, destitute persons and elderly). Residential Partnership & Licensing (RPL) Branch under RSL licenses and inspects social residential homes and shelters under MSF to ensure the safety and welfare of the residents and raise the standard of care in these facilities. The team also service manage Transitional Shelters, Sheltered Homes, Welfare Homes and Therapy Hubs.

You will be part of a team who will be working closely with other Divisions in the Ministry, executive volunteers as well as operators and stakeholders of the social residential facilities. Responsibilities • Develop the implementation of regulatory policies to achieve the reduction and/or eradication of harm/risks identified and measuring success of strategy. • Conduct inspections/audits on social residential facilities and check on compliance with existing legislation, regulatory requirements and service models. • Manage feedback and incidents, monitor programme and care standards, and support capability-building efforts of service providers. • Involved in selection of service providers, engaging Advisers and community partners, and working with multiple stakeholders to establish new facilities. • Provide secretariat and administrative support for the Board of Visitors • Conceptualise, plan, and implement comprehensive engagement sessions that drive meaningful dialogue, collaboration and co-solutioning across diverse stakeholder groups. • Any other duties assigned by supervisor.

Technical/ Functional Competencies required • Tertiary qualifications in any discipline • Good knowledge and possessing 1-2 years of prior experience in strategic planning/ ops-policy work in social service sector will be an advantage Generic Competencies required • Curious mindset, possess strong analytical skills and has a keen eye for details • Good communication skills, both written and verbal • Strong aptitude in stakeholder engagement • Self-driven and motivated. Able to work well in a team and fast-paced environment • Keen interest in working with the residential care sector and co-create solutions with stakeholders
