We are looking for an energetic and driven team player to be part of the Policy and Candidate Management Division in the Elections Department. With the aim of delivering impartial and effective electoral services and to build greater trust and understanding of the electoral system, the team formulates, reviews and implements election-related policies and legislation, and also ensures that the Registers of Electors are up to date. You will be working in an environment that will require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on
You will support the Division to achieve its objectives, so that impartial and effective electoral services are delivered to the electorate and the election candidates. You will formulate and review election-related policies and legislation and devise plans to operationalise these policies and legislation. As part of policy and planning, you will need to devise contingency plans and coordinate with strategic partners in the public sector to ensure that the election processes are carried out smoothly. To ensure that the policies are future-ready, you will conduct research and apply futures thinking when devising plans to prepare ELD for future changes. You will be involved in preparing and organising the public service to conduct elections in Singapore and provide secretariat support to election committees which are vital to the election processes.
What we are looking for
• Possess at least 5-7 years of professional experience, preferably with at least 3 years of experience (in combination is possible) in the areas of public policy formulation and implementation, planning and operations, and/or horizon scanning
• Experience in the government sector will be an advantage
• Have aptitude to drive the development and implementation of election policies and processes, and advise leadership on implications of decisions.
• Possess good anticipatory problem-solving skills which includes having strong operating environment awareness for comprehensive scenario planning to ensure ELD’s readiness for unforeseen challenges, as well as lead transformation efforts across electoral processes.
• Critical thinking abilities
• Strong written and verbal communication skills
• Good people skills and ability to work in teams
• Must be prepared to work extended hours under time pressure during and right after the election period
