The Rehabilitation, Protection and Residential Care (RPR) Division is part of the Rehabilitation and Social Mobility Policy Directorate of the Ministry of Social and Family Development (MSF). RPR plays a pivotal role to develop and review policies, strategies and legislation that address the unique needs and challenges faced by vulnerable groups through evidence-based research, community engagement and collaboration with stakeholders. RPR is also the Secretariat for the Inter-Ministry Committee which monitors and implements our obligations as a State Party to the United Nations Conventions on the Rights of the Child. What you will be working on
You will be part of a dynamic team that drives evidence-based policy formulation, decision making and uplift the division’s analytical capabilities.
You will be working on:
(i) Planning and Prioritisation: Work with policy team to identify problem statements and analytical priorities; coordinate and develop the research and analytics agenda for RPR to inform policy and legislative reviews that support MSF’s strategic outcomes
(ii) Research and Analytics: Conduct research and analytics to generate insights into trends, drivers and intervention outcomes. Work with academics, consultants and various stakeholders on selected projects, including development of reports, to inform key decision makers and public on our work on supporting vulnerable groups in Singapore
(iii) Data Support: Support RPR’s business units in data requests to meet policy/strategy needs, including ensuring data quality and cleanliness
What we are looking for
• 2-3 years of relevant work experience will be an advantage.
• Strong in quantitative methods and application (e.g., econometrics and data science techniques).
• Skilled in using statistical software (R, Python, Stata, SPSS etc.) and Business Intelligence tools (e.g., Tableau).
• Strong problem-solving mindset with ability to work in a fast-paced environment.
• Strong communication, writing and presentation skills.
• Strong interpersonal, collaboration, and stakeholder engagement skills, comfortable working with both technical and non-technical stakeholders.
• Effective team player with good project management skills.
• Ability to understand the business environment and identify business problem statements.
