What the role is

About URBEX and DPLab Over the years, URA has spearheaded efforts to strengthen urban planning and design workflows through the application of urban science, geospatial and data analytics, modelling and simulation (M&S), and AI technologies. In 2022, URA was designated as the Whole-of-Government (WOG) Urban Planning & Design Technology Centre of Excellence (URBEX), to lead the planning and design sector in building up these strategic capabilities. The Design & Planning Lab (DPLab) is a multi-disciplinary team in URA which drives URBEX efforts. In recognition of our work, URA was conferred the 2024 Esri Special Achievement in Geographic Information System (GIS) Award for demonstrating vision, leadership and innovation in the use of GIS technology. URA was also awarded the Esri Singapore GeoInnovation Award in 2024 for being amongst Singapore’s most progressive organisations in the use of geospatial solutions to transform the future. Our flagship product, ePlanner (a web-based geospatial platform that brings digital planning tools to WOG) also won the Excellence Award at the Singapore Public Service’s Science, Technology and Engineering Conference 2024. In DPLab, you will work alongside talented individuals with expertise in wide-ranging domains including data policy, governance, strategy and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, data science, AI/Machine Learning, and M&S. You will also work closely with planners, architects, and policymakers to co-create digital solutions that contribute to enhancing the liveability, sustainability and resilience of our city-state.

What you will be working on

• Develop Artificial Intelligence (AI) solutions for the Urban Planning & Design domain by working collaboratively with internal user groups (Urban Planners, Architects, Data Engineers, Data Scientists, UX Designers, Software Developers, etc.) and WOG agencies in the scoping, architecting, development, deployment and integration of machine learning or AI solutions using cloud or on-premise infrastructure o Design and develop robust, scalable, and secure full-stack applications that serve real user needs o Design, build and orchestrate agentic AI systems — including multi-agent workflows and tool-use pipelines — to augment urban planning processes with planners in the loop o Write clean, maintainable, and well-tested code across frontend, backend, and infrastructure layers o Contribute to technical design discussions, architecture reviews, and engineering best practices o Take ownership of features from conception through deployment and ongoing maintenance • Assess the technical feasibility of proposed AI initiatives, estimate resource requirements, and identify potential risks or challenges to make informed decisions about which AI projects to pursue and how to prioritise development efforts • Responsible for monitoring and optimising the performance of deployed AI systems, including identifying bottlenecks, implementing efficiency improvements, and ensuring that systems can handle production workloads effectively whilst maintaining acceptable response times and resource utilisation • Evaluate new algorithms, frameworks, and methodologies to determine their potential application in use cases • Support the training of URA community in the use of AI technologies • Engage stakeholders across departments and external agencies to gather use cases and requirements, document user feedback, and support solution roll-outs with feedback loops

What we are looking for

Knowledge • Deep understanding of common machine learning algorithms and key parameters, Natural Language Processing, Knowledge-based Systems (KBS) and Generative AI projects • Proficiency in developing and optimising machine learning or AI models using Python packages such as scikit-learn, TensorFlow, or PyTorch • Knowledge of SQL and experience with vector databases (Pinecone, Weaviate, Chroma, or similar) for similarity search, embeddings storage, and retrieval-augmented generation (RAG) applications • Understanding of cloud infrastructure and services for deploying machine learning models, pipelines, or solutions (Microsoft Azure/AWS • Knowledge of containerisation technologies such as Docker and orchestration platforms like Kubernetes for deploying and managing machine learning models • Understanding of machine learning and AI governance principles, particularly in explainability and fairness • Experience with agentic AI applications and frameworks (LangGraph, CrewAI, Anthropic Agent SDK) for multi-step reasoning agents and tool-calling frameworks Skills • At least 2 years of relevant experience in machine learning engineering, data science, data engineering, or other data-heavy roles • Ability to architect machine learning or AI solutions that are effective, reliable, secure, scalable, and cost-efficient • Capability to clean, impute, and correct anomalies in structured or unstructured data to ensure high data quality standards • Strong analytical thinking and problem-solving abilities • Excellent communication skills for engaging with both technical and non-technical stakeholders • Ability to work collaboratively in cross-functional and interdisciplinary teams with AI engineers and cloud infrastructure teams • Experience in delivering machine learning or AI solutions for internal teams or external clients • Proficiency in designing and deploying agentic AI systems and agent orchestration Attitude • Keen interest in cities and passion for applying expert knowledge to develop AI/ML-enabled solutions for urban planning • Commitment to making Singapore a more liveable, sustainable and economically competitive city through technology • Eagerness to learn and share new technologies with team members • Collaborative mindset and willingness to work across disciplines • Strong desire to contribute to urban planning solutions that benefit society
