Senior/Assistant Director (Procurement), Corporate Operations Division

We are seeking a skilled and motivated individual to join our team as a Senior/Assistant Director, to support procurement and administration functions in both MTI and NSAS. The National Space Agency of Singapore (NSAS) is a newly established department under the aegis of the Ministry of Trade and Industry to lead Singapore’s national space ambitions to be a leader in space technologies and a credible contributor to the global space ecosystem.

• Develop, review and improve the procurement policies, spend analysis, technology, and procedures to enhance governance, results and increase operational efficiencies in procurement. • Ensure compliance of procurement requirements with procurement policies and regulations. • Analyse trends in procurement data and generate insights for procurement to drive evidence-based decision making and improve efficiency of procurement processes. • Oversee agency’s procurement systems and provide system administration support to meet operational and regulatory requirements. • Improve outreach, conduct training and facilitate dialogue among the procurement community within agency. • Provide timely advice and assistance to users and stakeholders on procurement matters and systems. • Manage effective and timely end-to-end processing of agency’s quotations and tenders, including crafting of requirement specifications, evaluation and contract management. • Strategize buys for best sourcing to meet users’ needs and timelines and increase values and deliver outcomes across the agency. • Assist in audit findings and updating of administration/procurement related information in Intranet. • Review and work with relevant stakeholders on the Delegation of Authority to ensure the scope and financial limits remain valid. • Assist in administrative operations.

• Relevant field of study such as finance, business administration, etc. • Have at least 3 years of relevant work experience in procurement. • Knowledge in the Government procurement process, Instruction Manual on Procurement and GeBIZ are essential. • Have good interpersonal and communication skills, to interact effectively with people at all levels both verbally and in written form. • Proficient in MS Office and able to work in a fast-paced environment.
