Reporting to the Assistant Director (Conduct, Discipline & Secretariat), you will be part of the team that formulates policies, rules and standards of conduct/discipline in the Public Service. Your role will also involve supporting the PSC’s work in ensuring that cases requiring the PSC's independent oversight are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service.

What you will be working on
Job responsibilities:
• Formulate and review Conduct and Discipline policies and processes across the Public Service to meet the needs of the changing environment.
• Provide advice to Ministries and Statutory Boards on the operationalisation of discipline policies and processes. This includes developing materials (e.g. infographics, handbook) to communicate and build agencies’ capabilities in interpreting and implementing Conduct and Discipline-related policies/guidelines.
• Develop deep expertise and specialist knowledge in relevant laws, rules and frameworks, and stay abreast of external practices that can be adapted for use in the Public Service.
• Drive HR systems enhancement work for discipline-related modules. You will engage HR system users to ascertain needs, and provide inputs on design specifications to system engineers to ensure that the systems meet user and policy requirements.
• Evaluate and analyse discipline cases requiring the PSC’s independent oversight to ensure that cases are processed in a fair and efficient manner.
• Prepare discipline approval papers and seek the relevant approving authorities’ decision on the recommendations in a timely manner.

Knowledge of Singapore legislation would be an advantage.

The ability to collect and analyse different sources of information to aid assessment of the problem at hand, evaluate possible solutions and propose the most appropriate one that is aligned to organisational strategies and goals.
• [Working Effectively with Stakeholders] The ability to engage stakeholders to gather feedback, identify gaps and work with them to co-create solutions to meet their needs. You also possess strong writing and interpersonal skills to engage and influence the stakeholders.
• [Analytics] Strong planning and analytical skills to leverage the use of data and research to generate insights.
• Prior experience in formulating HR policies or in HR systems-related work would be advantageous.

• Able to work independently and exercise discretion and maturity in handling confidential information.
