What the role is

The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. We are looking for candidates to fulfill a role in Enterprise Data group as Engineer/ Lead Engineer. He/ She will be part of a dynamic team involved in deploying state-of-the-art geospatial platforms, applications, analytics, and data management for the Home Team departments.

What you will be working on

Job Scope / Key Deliverables The principal accountabilities of the job holder to: a. Work with stakeholders to develop and manage new capabilities in geospatial technologies to enhance Home Team Departments’ operational capabilities. The development will cover the entire project phases, from conceptualization, trials to production. b. Work with vendors and users to design optimised architecture of geospatial systems and applications that meet users’ needs, as well as performance and security requirements. c. Ensure timely delivery of projects within the agreed scope, committed schedule and budget and to ensure project issues are timely resolved or escalated to management for attention. d. Provide regular update to HTX management on the project progress highlighting project milestones, issues and track project expenditure. e. Effectively engage and manage all relevant stakeholders to deliver system. f. Identify, manage project risks and implications to the project and to recommend mitigating measures g. Manage contractual and payment matters affecting the projects and ensure that systems are operating according to service level agreements h. Understand the various prevailing policies and security guidelines and to ensure the system and processes are designed to comply with these policies and guidelines i. Ensure proper integration and testing of all hardware and software components so the system is delivered according to contractual requirements. Depending on candidate’s suitability, he/ she can be tasked with one or more of the following secondary accountabilities: j. Work with external agencies and Home Team Departments (HTDs) to bring in the necessary map data and 3D models (which can be, for example, outdoor terrain data and building/indoor data) and ingest them into MHA’s enterprise GIS platforms. k. Work with the industry and/or other HTX teams on trials and proof-of-concepts to validate new concepts or use-cases l. Collaborate with various teams to understand needs to build scalable and data-driven products and assist with data-related technical issues m. Participate in the application of geospatial analytics techniques to various problem statements from the HTDs. n. Organise outreach activities to raise the competency and awareness of staff in HTX and HTD on geospatial technologies. o. Keep abreast of technological advances in Geospatial Information System Data Technologies, geodatabase design & architecture and government policies & recommendations, etc

What we are looking for

Candidates should possess: • Tertiary qualification in computer science, electrical engineering, information systems, data science, mathematics, statistics, or other quantitative/ analytical fields. Applicants with postgraduate qualifications and/or more than 5 years of experience working in the relevant technology domains will be considered for Lead Engineer position; • Good project management skills • Strong understanding and working experience in one or more of the following areas: o Proficiency in the following technologies: o Geospatial Information System (GIS) platform such as ESRI’s ArcGIS Enterprise platforms o Cloud Technologies (e.g: AWS, Google Cloud, Microsoft Azure) o Geospatial 2D/3D/indoor modelling o Geospatial Visualisation and Dashboarding • Candidate with knowledge on servers, data management and network components; and experience in critical operation activities will have an added advantage • good critical thinking, data analysis and problem-solving skills • good written and verbal communication skills • good interpersonal and stakeholder management skills • ability to work under tight timelines All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
