Assistant Manager / Deputy Manager (Contracts & Agreements)
What the role is
What you will be working on
This position supports Temasek Polytechnic’s engagement with external parties for the purpose of joint R&D, consultancy, partnership, students & learners training, corporate operations etc. The job responsibilities are as follows:
(1) Administration and Management Reporting of Contracts & Agreements
· Drafting, vetting and reviewing of contracts & agreements such as Non Disclosure Agreement (NDA), Memorandum of Understanding (MOU), Letter of Understanding (LOU), Letter of Intent (LOI), Collaboration Agreement (CA), Research & Collaboration Agreement (RCA), Project Agreement (PA), Training Collaboration Agreement (TCA), Licence To Occupy (LTO), Service Agreement (SA) etc.
· Updating the contracts & agreements tracking database which includes information such as processing status, assigned serial number, name of counterparty, short title, key dates etc.
· Issuance of serial number to approved draft contracts & agreements.
· Advising on the necessity of auxiliary/related contracts & agreements such as confidentiality undertaking and IP assignment agreement by staff/students.
· Preparing, updating, maintaining version control of, archival of templates for various types of contracts & agreement.
· Support existing contracts & agreements management system (e.g. system sending reminders on pending/signed contracts & agreements) and proposing improvements to such system (e.g. use of ICT technologies to research on, draft, review & vet draft contracts & agreements).
2) Internal Processes, Policies, Guidelines and Rules on/related to Contracts & Agreements
· Advise on the necessary management approval for the contracts & agreements to be sought in compliance to prevailing policies, guidelines and rules.
· Prepare relevant checklists (including legal-related, procurement-related) for the purpose of management review & approval.
· Craft RIE-related provisions (e.g. on Staff Industry Attachment, tax incentive scheme) for inclusion into selected types of contracts & agreements.
What we are looking for
· Qualification in Engineering, Science, IT, Business Administration or relevant field.
· Candidates with background in legal studies, familiar with institutional governance, compliance or audit processes will have an advantage.
· Work experience and knowledge in contract administration, research administration, public-sector administrative roles, and the following topics will be preferred.
o Contract Law
o Tort Law
o Commercial Law
o Intellectual Property Law (including Patent Act, Copyright Act, Trademark Act)
o Personal Data Protection Act (PDPA)
o Human Biomedical Research Act (HBRA)
· Proficiency in Microsoft Office applications
· Candidates with strong IT skills with an interest in applying technology to contracts and governance-related work, will be preferred.
· Strong attention to detail and document management capability.
· Good organisational and coordination skills, with the ability to manage multiple tasks concurrently.
· Ability to work collaboratively with internal stakeholders across different units.
· Effective written and verbal communication skills.
