What the role is

You are responsible to formulate and lead strategic Human Resource manpower plans, engineering expertise development and talent management for the Republic of Singapore Navy (RSN) Engineering and Logistics (E&L) community. You will oversee external collaborations and develop communication strategies to drive organisational excellence and support for strategic vision across the entire E&L ecosystem.

What you will be working on

- Formulate and execute strategic expertise and competency development plans - Refine RSN Engineers' Route-of-Advancement and Development (ROAD) to ensure alignment - Review RSN E&L's organisational strategic HR planning in manpower sustainability across all Naval Engineering domains - Develop strategies for external collaborations with Institutes of Higher Learning and Professional Organisations to curate opportunities for Engineers to upgrade academically and deepen expertise - Lead in the planning of communication strategy and engagement plans to entrench support for the E&L organisational vision and goals - Sustain recruitment in-roads and improve organisational climate through strategic partnerships and initiatives - Translate strategic objectives into relatable messages and actions for the E&L community Challenge(s) - Managing multiple priorities in a fast-tempo environment while developing comprehensive understanding of the unique RSN E&L ecosystems - Balancing concurrent demands from senior management and ground operations - Managing diverse stakeholders ranging from internal RSN E&L senior management and Engineers to external partners outside MINDEF/SAF

What we are looking for

- Education in Human Resource Management or Business Administration, or a related field - Education in other fields such as Engineering, Logistics/Support Management, Training and Development or related E&L fields will also be considered - At least 6 to 8 years of working experience in HR-related functions, training development or strategic communications at senior manager level or higher - Familiarity with MINDEF/SAF's HR and organisation development plans is advantageous - Strong analytical abilities and proficient staff writing skills - Excellent interpersonal and communication skills for stakeholder engagement - Ability to manage a small team and work effectively under stress and tight timelines Only shortlisted candidates will be notified.
