Senior Manager/ Principal Manager (Futures and Research), WPSD (Part-time)

What the role is

To build futures capabilities to support Workplace Policy and Strategy Division’s (WPSD) work and to shape proactive medium-term agenda, by a) identifying emerging trends through horizon scanning, b) anticipating and red-teaming future scenarios, and c) conducting scans on nascent policy options being discussed elsewhere.

What you will be working on

• Drive WPSD’s sensemaking capabilities on workplace policies by working with team supervisors, officers and external stakeholders on futures-related research projects • Conduct horizon scanning to identify emerging trends, weak signals, and disruptions that could impact workplace policies. • Conduct scans on nascent policy options that are being developed in Singapore and overseas • Synthesis information and data into publications (e.g. e-newsletters, short-cycle info notes, longer trend analysis) based on these scans to inform officers in WPSD, MOM or stakeholders of related developments • Engage in scenario-planning based on future trends, and by interfacing with other foresight partners within Government • Conduct and support red-teaming exercises based on future scenarios, as well as engage in critical thinking to question organisational assumptions and blindspots as part of policy development and review • Advance an evidence-based approach to policy development. For example, conduct end-to-end analysis on ways to encourage employers to provide flexible work arrangements (FWAs) to their employees.

What we are looking for

• Tertiary qualifications from a local or recognized education institution • Preferably with 2-3 years of relevant experience in foresight and futures work • Strong analytical and ideation skills • Strong written and oral communication skills • Comfortable with engaging internal and external stakeholders in policy discussions
