What the role is

The Registry of Co-operative Societies (RCS) regulates co-operative societies (co-ops) and ensures compliance with the legislative requirements to protect members’ interest and benefit the community at large. As a Project Manager, you will establish and maintain an online submissions portal that aims to enhance regulatory efficiency, support co-ops’ operations and promote confidence in the sector through transparency and accessibility of information.

What you will be working on

In this role, you will: • Coordinate and manage RCS’ efforts to further develop and enhance an existing online submissions portal for co-ops, as well as work with various stakeholders to monitor and evaluate the performance of these system enhancements. • Identify opportunities to further streamline and digitalise RCS’ work processes, including data analytics and AI capabilities. • Coordinate and implement system enhancements for the online submissions portal for co-ops. • Monitor and report on project progress including key milestones and budget utilisation. • Gain exposure to basic regulatory work by developing an understanding of the regulatory requirements and business needs. • Work with stakeholders to identify and coordinate system enhancements to ensure coherence and alignment to strategic outcomes. • Ensure proper documentation throughout the project duration including maintaining records of user requirements, system development, testing, approvals and decision.

What we are looking for

Competencies: [ICT Governance] • Ensure compliance with Government ICT Governance policies/standards and adoption of ICT Governance best practices. [Business Analysis] • Elicit, scope, develop and manage business requirements through rigorous and appropriate methods of information gathering and collaboration with stakeholders. • Analyse problems and recommend/ define solutions and programmes in order to address needs and enable effective delivery. • Develop business case and articulate potential impact and value of solution in collaboration with stakeholders. • Ensure project risks are addressed and comply with IT governance framework including security and resilience. [Project Management] • Plan and manage the project, its desired outcomes, and ensure alignment of project to business objectives within agreed parameters of cost, schedule and scope covering development, implementation and/or maintenance. • Ensure the appropriate project development methodology is selected based on the project needs. • Ensure project risks are addressed and comply with IT governance framework including security and resilience. Other Competencies: • Background in Information Systems, Computer Science or related disciplines. • Experience in vendor management, and ability to bridge user needs with technical requirements. • Good written and oral communication skills. • Enjoy working with different stakeholders to build collaborative relationships. • Able to work independently and meticulously, exercise initiative and be a good team player. Experience Working experience in IT project management or system implementation and agile development practices would be an advantage.
