What the role is

The Vice-Dean (Training) will provide leadership and oversee a team of Assistant Deans, Senior Learning Facilitators and Learning Facilitators to ensure effective design and delivery of NACLI’s training courses and programmes for PA staff, Grassroots Leaders and other community leaders.

His / her scope will include managing stakeholders, and provide guidance to his / her team of Assistant Deans, Senior Learning Facilitators and Learning Facilitators on assessing learning needs, planning, designing, developing, facilitating and evaluating learning effectiveness of training courses and programmes for the PA staff, community leaders and other participants to build a growth mindset and enhance their knowledge and skills so that they can (i) better support PA’s role in bringing people together and bringing people and Government closer, and (ii) contribute more meaningfully and effectively to the community building process in Singapore.

He / she will provide support and advice to the Dean, and internal / external stakeholders on all matters pertaining to training courses and programmes, including regular review of competencies in their own areas of specialisation.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job:

  • Provides training consultancy to stakeholders and staff including PA Divisions, GCD Office and its’ grassroots organisations (GROs) in the design and development of training and related programmes to enhance the PA staff and GRLs’ core competencies in support of PA’s roles in enhancing people-to-people (P-P), people-to-government (P-G) and government-to-people (G-P) engagement;

  • Spearhead comprehensive competency reviews for target learner groups and oversees the development of frameworks and training roadmap to ensure training programmes align with PA's strategic objectives and evolving community needs;

  • Formulate plans to improve NACLI’s training programmes to better meet the current and future needs of its stakeholders, including regular reviews and evaluation of existing NACLI’s training programmes; contextualisation, design and development of new training programmes;

  • Coach the faculty team to facilitate and encourage a growth mindset in PA staff and GRLs towards continuous learning and better change management to achieve PA mission in the VUCA operating environment;

  • Monitors emerging trends in adult learning science and training pedagogy to guide the faculty team in the contextualization, design, development, and delivery of new training programmes to keep NACLI’s training abreast of changing trends and relevant to the learners’ needs;

  • Oversees the planning of training resources such as scheduling and marketing of training courses to NACLI’s internal and external stakeholders to provide timely, targeted and relevant training to build their capabilities to achieve PA mission / goals;

  • Plan the development of the faculty team to develop knowledge / skills / expertise in NACLI’s identified niche areas and deliver relevant training in alignment with the competency frameworks to build the capabilities of the grassroots leaders and PA staff;

  • Promotes collaborations with other internal and external stakeholders such as PA divisions/units, training institutes, private organisations and public agencies to build community leadership capabilities;

  • Leads cross NACLI department team(s) in transformational work to support PA/NACLI’s anticipatory and long-term operations;

  • Supervises and guides staff in planning and prioritising new NACLI initiatives related to training and development;

  • Coaches and develop staff potential and career planning; and evaluate staff performances through the Performance Management System; and

  • Formulates, implements and reviews work plans for the department at annual NACLI’s mid-year review, stock take and goal setting.

Other responsibilities:

  • Represent NACLI in PA level taskforces and workstreams; and

  • Any other duties and projects as assigned by Senior Officers.

What we are looking for

Education:

  • Professional qualifications in Adult Learning, Training & Development and/or Social Sciences - Applicants with ACTA, ACLP or equivalent certification will have an added advantage.

Experience:

  • 10 years’ experience in a management or training environment.

  • Possess a good knowledge of the community and social development sectors.

  • Possess practical knowledge and relevant experience in the community and social development sectors - Applicants with practical knowledge and relevant experience in facilitating Adult Training and the design / development of Adult Training Modules will have an added advantage.

Others:

  • Possess strong analytic thinking, writing, presentation and communication skills.
