What the role is

The Manager (Partnerships & Programmes) will play a key role in developing and driving community programmes and partnerships that improve and enhance the living conditions, well-being, and environment of seniors and families in the Central Singapore District.

This role is designed to be agile and responsive. The officer will conceptualise, implement, and scale initiatives that address emerging ground needs, particularly in areas such as home improvement, environmental conditions, and overall quality of living.

What you will be working on

Duties & Responsibilities:

1. Programme Development & Implementation

  • Conceptualise, design, and implement community programmes that improve living spaces and environments for seniors and families in need

  • Identify gaps on the ground (e.g. housing conditions, hygiene, safety, hoarding, pest-related issues) and develop targeted interventions

  • Work closely with internal teams, grassroots organisations, and community partners to deliver impactful programmes

  • Oversee end-to-end programme execution, including planning, operations, evaluation and review

2. Partnerships & Stakeholder Engagement

  • Build and manage partnerships with community organisations, corporates, schools, and government agencies

  • Foster long-term relationships to strengthen programme sustainability and outreach

  • Work with divisions, Active Ageing Centres (AACs), and relevant stakeholders to identify and support beneficiaries

  • Partner key stakeholders to identify community gaps and needs, develop joint collaborations and solutions, to meet programme outcomes

  • Oversee development and engagement of volunteers to strengthen programme delivery

  • Work closely with the Senior Manager and Assistant Director to grow and deepen stakeholder networks, especially with grassroots organisations

3. Funding Programme Management

  • Develop and manage funding initiatives to improve quality of living for seniors and vulnerable households

  • Establish clear funding frameworks, eligibility criteria, and governance processes

  • Work with stakeholders to assess applications, allocate resources, and track utilisation

  • Ensure proper documentation, compliance, and accountability in line with organisational policies

4. Monitoring, Evaluation & Reporting

  • Track programme outcomes and impact (e.g. improvements in living conditions, beneficiary reach)

  • Prepare reports, presentations, and updates for management and stakeholders

  • Drive continuous improvement through data, feedback, and post-programme reviews

5. Governance & Operations

  • Ensure compliance with procurement, financial, and administrative processes

  • Manage budgets, vendors, and programme resources effectively

  • Identify risks and implement mitigation measures to ensure smooth programme delivery

6. Ground Sensing & Needs Assessment

  • Conduct regular engagement with community partners and residents to understand evolving needs

  • Translate ground insights into actionable programmes and recommendations

  • Monitor trends (e.g. cost of living, housing conditions, ageing needs) to inform programme direction

7. Other duties

  • Undertake any other duties and taskforces as assigned by the Senior Manager/Assistant Director/Deputy General Managers/General Manager

  • Other ad-hoc duties not covered under main responsibilities and duties

  • Participate in cross-team building initiatives and taskforces

What we are looking for

Other requirements:

  • At least 2 years of relevant working experience in designing and implementing community programmes and/or community-based or social support sector

  • Strong analytical and project management skills

  • Proven ability to plan, manage, and execute end-to-end programmes, from ground assessment to implementation and post-intervention follow-up

  • Ability to assess and manage complex and sensitive situations effectively

  • Excellent command of English (both written and spoken); proficiency in a second language (e.g. Chinese, Malay or Tamil) will be an advantage

  • Strong interpersonal and communication skills, with the ability to engage diverse stakeholders

  • Able to work independently and deliver outcomes with minimal supervision

  • People-centric, with empathy and sensitivity when working with vulnerable groups (e.g. seniors living alone, hoarding cases

  • Strong sense of ownership and accountability

  • Good understanding of Singapore’s community development and social service landscape
