What the role is

This position oversees the strategic management of compliance enforcement and appeals for controlled products (including vaping products, tobacco, and other regulated substances). The role holder is responsible for developing frameworks for processing legal notices, managing prosecution pathways, and handling appeals whilst ensuring effective policy implementation.

Key responsibilities include managing cross-functional teams, coordinating partnerships with other agencies, and ensuring smooth integration between enforcement actions and appeals processes. The incumbent also leads innovation initiatives, oversees performance management systems, and provides analytical insights to support senior leadership decisions across the controlled products compliance area.

In essence, this is a senior strategic role that bridges policy implementation with operational delivery in the controlled products compliance and enforcement space.

What you will be working on

Strategic Compliance Operations & Notice of Composition Management Leadership

  • Lead development of comprehensive notice processing strategies and frameworks that integrate daily operations including case management system operations, offline case processing, manual notice generation, and warning letter issuance across all controlled products enforcement activities.
  • Oversee strategic management of notice status updates including stern warnings, penalty reductions, and extensions from appeals, ensuring consistent policy application and operational coherence across controlled products compliance operations.
  • Conduct strategic reviews of notice operations and electronic monitoring case management, identifying opportunities for innovation, process enhancement, and resource optimisation across controlled products enforcement activities.

Prosecution & Enforcement Strategic Oversight

  • Lead strategic oversight of repeat offender identification and assessment operations, conducting comprehensive case evaluations before recommending prosecution to legal teams, ensuring robust enforcement frameworks across controlled products violations.
  • Oversee prosecution support operations including defaulter identification, field visit coordination, service tracking, and court attendance support for prosecuting officers across controlled products enforcement cases.
  • Establish strategic frameworks for warrant case monitoring, enforcement agency coordination, and arrest operations to ensure comprehensive compliance enforcement across controlled products regulations.

Appeals Management & Resolution Leadership

  • Lead strategic development of appeals processing frameworks ensuring appeals are closed within established turnaround times whilst maintaining quality standards and sound recommendations across controlled products cases.
  • Oversee comprehensive appeals workflow management from direct appeals and parliamentary appeals through electronic processing systems, case recording in management platforms, and coordination with service vendors for stakeholder communications.
  • Establish strategic protocols for complex appeals requiring escalation through the clearance chain from simple appeals to challenging cases requiring senior executive approval across controlled products enforcement matters.

Compliance Monitoring and Management

  • Lead strategic oversight of compliance monitoring operations including identification and coordination of follow-up visits, triggering compliance actions for underage defaulters, and managing cases requiring track changes across controlled products compliance.
  • Oversee comprehensive compliance monitoring systems ensuring effective follow-up on administrative matters, case progression tracking, and coordination with relevant parties for case resolution across controlled products enforcement activities.
  • Establish strategic frameworks for managing incarcerated offender processing, warning submissions, and inter-agency coordination for comprehensive case resolution across controlled products violations.

Performance Management & Strategic Reporting

  • Oversee comprehensive performance management systems for notice processing, prosecution, and appeals operations, monitoring case volumes, processing efficiency, compliance rates, and resolution outcomes across all controlled products operational tracks.
  • Lead preparation of strategic analytical reports, performance assessments, and management briefings that support senior leadership decision-making and inform resource allocation and operational planning initiatives across compliance and appeals functions.
  • Establish strategic performance indicators, quality frameworks, and monitoring systems to ensure operational effectiveness and continuous improvement across controlled products compliance and appeals management activities.

Inter-Agency Coordination & Strategic Partnership

  • Lead strategic coordination with government ministries, statutory boards, and external agencies for comprehensive controlled products compliance enforcement and appeals resolution initiatives.
  • Establish and maintain strategic partnerships for case referrals, prosecution coordination, and appeals processing including coordination with legal teams, enforcement agencies, and court systems across controlled products enforcement ecosystem.
  • Represent the function in high-level inter-agency forums and strategic coordination meetings requiring senior-level leadership and stakeholder management across controlled products compliance and appeals operations

Leadership & Strategic Capability Development

  • Lead and supervise the Case Management, Compliance and Appeals team including notice processing officers, prosecution officers, and appeals processing staff, ensuring effective performance management and operational alignment through coaching and professional development initiatives.
  • Foster a culture of operational excellence, innovation, and continuous improvement whilst maintaining high standards of compliance enforcement and appeals resolution quality across all controlled products operations.
  • Oversee strategic resource planning including management of outsourced officers and capability development for the function, ensuring adequate skills and capacity to meet evolving operational requirements and policy objectives.

Other Duties

  • Perform any taskings and duties as directed by the Deputy Director or senior management.

What we are looking for

  • A strong background preferably in law, public administration, policy studies, or related field with minimum 6-8 years' experience in senior compliance operations, enforcement management, appeals processing, or regulatory operations within government or public sector environments.
  • Proven leadership experience managing teams and leading strategic operational initiatives with demonstrated ability to coordinate complex compliance workflows, prosecution activities, and appeals processes across multiple stakeholders and government agencies.
  • Demonstrated experience in strategic policy implementation, inter-agency coordination, and senior stakeholder management within enforcement or regulatory environments, with track record of translating strategic policies into operational frameworks and driving performance excellence in compliance and appeals operations.
  • Experience in strategic partnerships, vendor management, and coordination with legal teams, enforcement agencies, and court systems on compliance enforcement and appeals resolution requiring senior-level coordination and stakeholder management.
  • Experience liaising with senior government officials, legal representatives, and external partners on strategic operational matters requiring executive-level coordination and stakeholder management across compliance and appeals functions.

Core Competencies and Skills

  • Strong strategic thinking and operational leadership capabilities with ability to synthesise complex compliance requirements, identify strategic opportunities, and translate policy directives into comprehensive operational frameworks for NOC processing, prosecution, and appeals resolution.
  • Excellent case management and process improvement expertise with ability to lead strategic initiatives across compliance enforcement and appeals operations, manage multiple operational priorities simultaneously, and deliver strategic outcomes within established timelines and resource constraints.
  • Excellent communication, writing, and presentation skills with ability to articulate complex operational information clearly to diverse audiences, including senior management, legal teams, government officials, and external stakeholders across the controlled products enforcement ecosystem.
  • Strong organisational and leadership skills with ability to manage teams effectively, work under pressure, and maintain strategic focus in dynamic operational and policy environments whilst ensuring the highest standards of compliance enforcement and appeals resolution excellence.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
