What you will be working on
Key Responsibilities
• The Business Partnerships team in PSD sits at the intersection of policy and implementation. As a team lead overseeing a team of Business Partners, you play a critical role in guiding the team to understand the business of public sector agencies and customise the HR solutions for them. You will work with agencies across the Singapore Public Service to support workforce transformation and ensure good governance for a strong and effective Public Service.
• The Competency Driven Growth Office (CDGO) within Business Partnerships spearheads the transformation of how the Public Service develops its workforce through competency-based approaches. As a team lead in CDGO, you will be at the forefront of shaping workforce development strategies that ensure our public officers have the right skills and capabilities to serve Singapore effectively, both today and in the future.
What You Will Be Working On
As a team lead overseeing the Competency Driven Growth (CDG) initiative, you will lead strategic initiatives that directly impact how the entire Public Service develops and manages its talent. Your work will shape the career journeys of thousands of public officers across ministries and statutory boards.
• Strategic Leadership & Implementation
o Support the development and implementation of Whole-of-Government CDG strategy in partnership with PSD clusters to nurture a flourishing and diverse public sector workforce
o Drive coordinated implementation through a onePSD approach to lead a small team to engage Ministries and Statutory Boards
• Policy Development & Implementation
o Formulate and enhance CDG policies to strengthen competency-based approaches in workforce development and management
o Ensure alignment of CDG-related policies across PSD, incorporating operational considerations for effective implementation
o Guide agency leaders and HR teams in policy adoption, providing implementation support and change management expertise
• Stakeholder Engagement & Programme Management
o Develop compelling narratives and implementation toolkits for key stakeholders in partnership with PSD clusters
o Coordinate cross-PSD programmes and initiatives, managing interdependencies and resources effectively
o Provide strategic updates to PSD management to secure leadership support and maintain alignment
As a team lead overseeing a team of Business Partners to selected public sector agencies, you will be responsible for the following:
• Account Management: Develop a deep understanding of the agencies’ business and workforce needs as well as operating challenges to co-create tailored HR solutions. Cultivate strong working relationships with key agency stakeholders. Collaborate with key stakeholders and other teams in PSD to drive workforce transformation initiatives within their agencies.
• Policy-Operations Integration: Provide insights on agencies’ operational needs and constraints to inform and shape HR policies, thus ensuring that these policies can be effectively implemented and are aligned with agency realities.
• Public Service Governance: Serve as a trusted advisor and secretariat to group of senior leaders on HR matters, facilitating informed decisions through comprehensive analysis and recommendations while balancing time sensitivity.
• Stakeholder Engagement: Address and resolve queries and feedback from members of the public and ex-public officers in partnership with agencies and PSD’s Quality Service Manager. Advise agencies on handling complex stakeholder communications and ensure timely and coordinated responses.

o Establish and manage strategic internal relationships with PSD clusters and external partnerships with ministries and statutory boards to add value and achieve CDG objectives
o Able to collaborate with agencies to understand their development strategies, contextualise and align HR policies to support their needs.
o Able to provide guidance to HR teams on applying key HR principles effectively within their agencies.
o Facilitate holistic HR decisions and initiatives based on business priorities and desired workforce outcomes.
o Able to guide team of Business Partners to engage agencies and develop an amicable relationship built on trust and credibility.

o You plan and implement short and long-term strategic solutions to achieve CDG objectives across the Public Service. You develop comprehensive strategies that align with PSD's mission of building a future-ready workforce.
o Ability to review large datasets, identify gaps and make recommendations on how to close the gaps
o Analyse issues across multiple topics, make connections and anticipate operational challenges

o You guide your team towards making a positive impact on agency and whole-of-government outcomes through coordinated CDG implementation. You facilitate and support collaboration within your agency and actively reach out to colleagues across PSD clusters and government agencies.
• [Stewarding Systems for Today and Tomorrow]
o You willingly remove outdated workforce development practices and actively explore new approaches to simplify and enhance competency-based systems. You implement good knowledge management practices to retain and transfer CDG expertise within your team and across the Public Service.
