(Senior/ Lead) Manager, Operations & Capability Development

As a (Senior/ Lead) Manager, Operations & Capability Development in the Internal Audit Branch (IAB), you will primarily be responsible for the procurement for the entire branch whilst supporting the branch’s operations and capability development initiatives. This role requires strong procurement expertise and excellent written communication skills.

• Handle procurement operations for IAB, including preparing tender specifications, evaluating vendor proposals, managing contract and ensuring full compliance with government procurement regulations and GeBIZ requirements • Draft, review and finalise procurement documentation including tender documents, evaluation reports, contract amendments, and correspondence with vendors • Support administrative and finance operations, ensuring compliance with guidelines and timely execution • Maintain and update IAB's Standard Operating Procedures, guidelines and intranet portal to ensure operational effectiveness and accessible current information • Coordinate training programmes and professional development activities that align with Whole-of-Government competency frameworks to support the development of IAB officers’ skills and expertise • Support capability development projects including digitalisation, process improvements and operational efficiency enhancements to strengthen IAB's effectiveness

• Relevant training in Business Administration, Finance, Accounting, or related field with at least 3 to 5 years of relevant working experience in Procurement and/ or Finance • Experience in government procurement processes, system administration (e.g. GeBIZ), and vendor management would be an advantage • Excellent written communication skills with ability to prepare clear, accurate procurement documentation and correspondence • Strong analytical skills for evaluating tenders and preparing comprehensive assessment reports • An independent and collaborative professional with proven ability to multitask • Experience in data management in the public sector would be an advantage As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
