The Communications and Engagement Department leads MOM's efforts in developing evidence-based communications strategies that enhance public understanding and engagement across all policy areas. Within the department, research plays a critical role in measuring communication effectiveness, understanding public sentiment, and providing insights that inform strategic decision-making to better serve Singaporeans.
You will help develop comprehensive research studies to support communications effectiveness across MOM's diverse policy portfolio. This involves leading both quantitative and qualitative research projects, including message testing, campaign evaluation, sentiment analysis, and awareness tracking, whilst working closely with external research vendors and internal stakeholders including policy teams and communications specialists across various MOM departments.

What you will be working on
This role involves designing and executing both quantitative and qualitative research projects to support communications effectiveness across MOM. You will work with multiple stakeholders across MOM departments and CED colleagues to develop robust research methodologies, conduct message testing and campaign evaluation, and provide critical insights that enhance public engagement with government policies and programmes.
You will manage research projects from conception through to final reporting, including focus group discussions, surveys, sentiment analysis, and awareness tracking. The role requires adapting research approaches to suit the specific requirements and sensitivities of different policy domains whilst building productive relationships with internal teams and external research vendors. You will also monitor public sentiment across various channels and develop tracking systems to measure policy awareness and identify emerging communication trends.
What we are looking for
• A tertiary qualification in a relevant field such as Business, Psychology, Social Science, or Public Policy
• Fresh graduates welcome; candidates with 2-3 years of working experience in qualitative and/or quantitative research preferred
• Strong interest in using research to help stakeholders make data-driven decisions regarding government communications
• Excellent interpersonal and stakeholder management skills with ability to work effectively across multiple teams
• Strong communication and writing skills with ability to translate research findings into actionable recommendations
• Comfortable using statistical analytical tools such as SPSS, R, or Python, and data visualisation software such as Tableau or Power BI, or keen to develop these skills
• Self-driven and resourceful with strong project management capabilities
• Takes initiative and ownership to deliver quality research that serves the public good.
