What the role is

We are looking for a motivated and driven person who enjoys working in a collaborative and dynamic environment to be part of the Data Team, under Transformation division within the Strategy and Organisation Excellence (SOE) Pillar in the Early Childhood Development Agency (ECDA). As part of the Strategy and Organisation Excellence (SOE) pillar, you will collaborate with pillar divisions and across ECDA to support organisational transformation and strategic initiatives, including data strategy implementation, which aims to drive operational excellence and evidence-based decision making. Your role will focus on supporting data capability within divisions through use case development, dashboard creation, and analytics. You will work closely with DGO, IT vendors, and policy/operations teams to manage ECDA's data repository platform, provide technical and consultancy support to enable evidence-based decision making across divisions. You will also support teams to develop processes that can monitor operational performance and key performance indicators. What you will be working on

Data Strategy and Governance Implementation • Plan, implement and review data strategy initiatives for ECDA • Review data governance frameworks that enable delivery whilst maintaining appropriate controls • Support management of access controls in systems or division to facilitate cross-divisional data sharing. Where appropriate, review and streamline data sharing workflows • Consolidate data inventory list within Divisions, manage Metadata, and identify critical data elements/data gaps for analytics Analytics & Consulting Services • Support building and development of thematic/operational dashboards, reports and analytical output for ECDA divisions for reporting and analytics • Provide advisory support and guidance to divisions on effective data utilisation and interpretation to translate complex business questions into actionable data solutions and insights • Enable secure self-service data access capabilities for authorised users • Develop and implement automation initiatives to improve efficiency of data processes Data Repository Platform & Dataset Management • Curate use cases and manage datasets within Early Childhood Datamart (ECDM) ensuring established data standards such as SG-Data Reference Model (SG-DRM), MSF-DRM and data quality standards are adhered to within ECDA divisions and data ecosystem. • Maintain data quality and integrity across ECDA's data ecosystem through proactive monitoring of ECDM job statuses, systematic troubleshooting of failures, and validating data accuracy and system performance • Investigate, validate and resolve data quality or processing issues using Databricks, SQL, Python or other relevant tools • Work with central teams (e.g. DGO / IT counterparts) to resolve platform level or integration issues.

What we are looking for

Functional/Technical Competencies • A relevant tertiary qualification in business analytics, data science, engineering, applied mathematics, statistics or related disciplines with strong quantitative skills • Relevant working experience in data management, analytics or related fields. • Proficiency in analytics software and programming languages including SQL, Python, Power BI, Tableau, Databricks or similar platforms • Strong hands-on technical capabilities in data manipulation, analysis and visualisation • Understanding of data governance principles and practical implementation in organisational settings Behavioural Competencies • Strong communication and interpersonal skills to engage effectively with senior stakeholders across government agencies, IT vendors and internal teams • Work independently and as part of cross-functional teams • Comfortable operating in complex stakeholder environments with competing priorities • Understanding of public sector data guidelines including data governance frameworks and data sensitivity considerations Generic Competencies • Strong analytical, written, oral communication and presentation skills • Creative problem-solving approach with resourcefulness and proactive mindset • Ability to work effectively under pressure whilst maintaining attention to detail • Openness to take on new challenges and adapt to evolving technological and operational requirements
