What you will be working on
- Ensure safe, compliant, and efficient operation of M&E systems, in accordance with statutory requirements, relevant codes, and internal Standard Operating Procedures (SOPs).
- Oversee and manage service providers’ performance against contracted SLAs and KPIs, including system uptime, thermal comfort/IAQ, energy efficiency, fault response and restoration timelines, and overall service delivery.
- Conduct regular oversight of service providers for assigned M&E systems (ACMV, Mechanical and Fire Protection), including verification of preventive maintenance execution and quality of closure for both critical and non-critical systems through sample checks and site walks.
- Review and process service providers’ submissions, including quotations and job completion records, to ensure scope compliance, technical adequacy, cost reasonableness, and satisfactory completion of works.
- Engage users and internal stakeholders to manage expectations, communications, and escalations, while maintaining customer experience standards.
- Leverage CMMS and dashboard analytics to monitor system trends, alarms, and fault patterns.
- Challenge service providers on root cause analysis and implementation of sustained corrective actions.
- Guide service providers in resolving technical, operational, and contractual matters relating to M&E systems to optimise performance, improve system efficiency, and enhance user experience.
- Monitor BMS dashboards and alarms (e.g. Carrier, Johnson Controls), analyse energy and water consumption trends, propose low-cost operational optimisations (e.g. scheduling, setpoint resets, control strategies), and track realised benefits.
- Review and refine SOPs jointly with service providers where improvement opportunities are identified.
- Verify compliance with statutory, safety, and environmental requirements through regular inspections and follow up on audit findings, corrective actions, and closure.
- Coordinate and provide technical support for all A&A (CAPEX/OPEX), sustainability, and equipment upgrading projects delivered by service providers, consultants, and contractors.
- Define technical requirements, review specifications, evaluate consultant/vendor proposals, assess quotations and methodologies, manage change control, and accept completed deliverables.
- Witness testing and commissioning (T&C), validate as-built documentation, and flag data quality gaps in drawings and O&M manuals.
- Maintain accurate asset records, including updates to the asset registry and execution of annual asset verification exercises.
What we are looking for
- Qualifications in Engineering (Mechanical, Electrical, Building Services, or related disciplines).
- At least 5 years of relevant experience in the operation and maintenance of commercial or institutional‑scale M&E systems, including ACMV, Fire Protection, and Mechanical Services (e.g. Plumbing & Sanitary systems, Lifts).
- Hands‑on experience or good working knowledge of Building Management Systems (BMS) (e.g. Johnson Controls, Carrier platforms) and Building Information Modelling (BIM) will be an added advantage.
- Experience in the design, installation, testing, and commissioning of large‑scale ACMV and mechanical systems will be highly regarded.
- Good understanding of contract procurement, project management practices, and applicable built environment guidelines and standards, including Singapore Standards, Green Mark requirements, and energy management and conservation frameworks.
- Ability to interpret technical drawings, specifications, and CMMS operational data to derive insights and recommend continuous operational improvements.
- Service‑oriented mindset, with the ability to work effectively as a team player in a multi‑disciplinary environment.
