Senior / Health Policy Analyst (Finance Policy – MediShield Life)

What the role is

You will be part of the team which formulates, reviews and implements policies to develop Singapore’s healthcare financing framework, to keep healthcare affordable and sustainable for all Singaporeans. Specifically, this role will be focused on MediShield Life – Singapore’s national health insurance scheme. You will work collaboratively with policy and clinical groups within MOH, healthcare institutions and other public agencies to develop and implement MediShield Life policies. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

As part of the MediShield Life team, you will contribute towards: • Ensuring that MediShield Life benefits provide sufficient protection against large medical bills and focuses coverage on high-value technologies. This may include: o Reviewing MediShield Life benefits to ensure adequate protection against large healthcare bills and sustainable coverage of innovative high-cost technologies, balancing against impact on premiums. This may require you to:  Analyse claims and utilisation data from a variety of sources to identify gaps and make recommendations to address them.  Work with stakeholders such as the Agency for Care Effectiveness to understand approaches to clinical and cost-effectiveness evaluation, and calibrate financing based on evaluation outcome;  Consult healthcare institutions and clinicians to understand the impact of changes in financing. o Overseeing the implementation of new or revised policies relating to MediShield Life benefits, including working with stakeholders to enhance claims systems and assessing appeals for coverage • Ensuring that MediShield Life premiums are affordable for policyholders. This may include: o Reviewing premium support measures to ensure affordability of premiums for different groups of Singaporeans. This may require you to analyse the premium impact and MediSave adequacy of different segments and work closely with other teams to formulate measures such as MediSave top-ups or enhancements to premium subsidies. o Overseeing the administration of MediShield Life premiums, including assessing appeals for premium support and designing premium recovery and enforcement measures Beyond the above, you will also: • Contribute to the policy-ops feedback loop, by addressing parliamentary questions and public queries • Work with partner agencies and stakeholders to enhance public communications of healthcare financing schemes • Provide secretariat support to the MediShield Life Council and its sub-committees in carrying out their functions

What we are looking for

Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. Other Skills • Tertiary education in any discipline is required. Background in economics would be advantageous • Excellent writing, presentation and negotiation skills, experience in public policy formulation and/or scheme administration in the social sector would be an advantage • Strong quantitative skills to analyse data. Proficiency in Stata, Python or R is an advantage, on top of Excel proficiency • Motivated and resilient, able to work independently in a fast-paced environment As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
