Manager/ HR Development (Contract) – Competency Framework Development
What the role is
What you will be working on
Working closely with our HR team and divisional stakeholders, you will be involved in the following key competency framework development projects:
Functional Competency Development - Work with divisions to craft, refine and consolidate functional competencies (both Whole-Of-Government and NParks-specific competencies), including detailed behavioural indicators and proficiency level definitions that align with organisational needs
Job Profile Standardisation - Clean, rationalise and standardise job functions and job profiles within and across job families to ensure consistency, clarity and system readiness for organisation-wide implementation
Workday System Implementation - Support the technical tagging of competencies and proficiency levels to job profiles in Workday, including comprehensive data preparation, validation processes and coordination with HR systems colleagues
Learning Pathway Curation - Support the strategic organisation of training programmes and developmental interventions aligned to competencies and proficiency levels, enabling clearer learning and career development pathways for officers across all divisions
Strategic Workforce Planning Integration - Work as part of the broader HR project team to support appointed consultants, including coordination activities, data preparation, workshop facilitation and integration of Strategic Workforce Planning competency outputs into the refreshed framework
Quality Assurance & Documentation - Ensure all competency frameworks meet required standards and are properly documented for sustainable implementation and future maintenance
What we are looking for
A passionate Learning & Development professional with strong systematic approach to workforce development and talent capability building
Experience in learning needs analysis, training programme design, or career development with understanding of competency-based learning approaches
Knowledge or experience in competency framework development, job analysis, or competency modelling would be useful
Proficiency in HRIS systems (preferably Workday) and advanced Excel skills for data management, validation and system preparation
Strong stakeholder engagement capabilities with ability to facilitate workshops and coordinate across multiple divisions effectively
Excellent analytical and documentation skills to translate learning requirements into clear, implementable competency frameworks and development pathways
