We are looking for a motivated and detail-oriented individual to join the Enterprise Digital Services Programme Centre (PC) as a Digital Procurement Executive. In this role, you will be part of the PC’s Contract Management Office, supporting the procurement of IT-related goods and services that power Singapore’s defence and technological initiatives.
You will work closely with internal stakeholders and external vendors to manage end-to-end procurement processes, from sourcing and evaluation to contracting and supplier performance, while ensuring compliance with relevant policies and regulations.

What you will be working on
• Work with internal stakeholders to establish new contracts that support technological advancement and achieve economies of scale
• Support the full procurement lifecycle, including supplier sourcing, quotation or tender evaluation, goods receipt and supplier performance monitoring.
• Administer contracts and ensure compliance with regulatory and internal requirements, including ensuring suppliers meet contractual obligation and that payments are processed accurately.
• Support audit-related works for contracts administered by the Contract Management Office.
• Provide advice and guidance to internal teams on procurement processes and queries.
• Collaborate with stakeholders to understand project needs and develop sourcing plans aligned with project timeline and budgets. Work with central procurement team to implement changes in policies and work processes.
• Liaise with suppliers to ensure accurate and timely delivery of goods, services, and supporting documentation.
• Maintain and review procurement records to assess effectiveness and compliance
• Support and roll out new initiatives to improve procurement governance, effectiveness and efficiency.
• Support the use and adoption of e-procurement systems and digital tools to enhance efficiency.
What we are looking for
• Diploma in any discipline.
• Knowledge of procurement, business, finance or supply chain operations will be an advantage.
• Prior experience in government or regulated procurement environments (e.g. export controls, compliance) is a plus.
• Experience using government procurement platforms (e.g. GeBiz) and enterprise systems (e.g. SAP) will be an advantage.
• Strong interpersonal and communication skills, with the ability to work effectively with cross-functional teams and external vendors.
• Detailed-oriented, organised and comfortable working with numbers and documentation.
• A strong team player who is able to work independently in a fast-paced environment.
• Willingness to support operational and administrative tasks as needed, and take on ad-hoc assignments as required.
