What the role is

The Manager in the Planning & Programmes Division (PPD) plays a critical role in supporting SkillsFuture Singapore’s mission to enhance the Continuing Education and Training (CET) ecosystem. This position focuses on leveraging data analytics, statistical insights, and stakeholder collaboration to track, evaluate, and refine policies and programmes. By generating actionable insights and developing data-driven solutions, the Manager will contribute to informed decision-making and the continuous improvement of CET policies and initiatives.

What you will be working on

Policy and Programme Monitoring • Track and report progress and outcomes of policies and programmes, including gathering and analysing data for reporting. • Oversee budgets and contribute to the development of system enhancements to support programme implementation. Stakeholder Collaboration and Solution Development • Collaborate with internal and external stakeholders to understand analytic needs and devise possible solutions to support policy and programme review. • Handle data requests and provide contextualised statistics, offering insights and solutions to stakeholders. Data Cleaning, Validation, and Analysis • Clean and validate data for uniformity and accuracy, performing data and error analysis to ensure reliability. • Apply data mining techniques and perform statistical analysis to extract actionable insights. • Conduct analysis of CET data and CET-related survey results to generate insights that inform policy and programme design. Data Visualisation and Dashboard Development • Develop and refine visualisation dashboards on CET data and insights to facilitate quick access to key indicators for team members and senior management.

What we are looking for

• Possess the required competencies to execute the job duties proficiently • 3–5 years of relevant experience in data analysis, programme monitoring, or policy review. • Strong analytical skills with experience in data cleaning, validation, and statistical analysis. • Proficiency in data visualisation tools such as Tableau, Power BI, or similar platforms. • Experience in data mining techniques and handling large datasets. • Excellent communication skills, with the ability to translate complex data into clear, actionable insights for stakeholders. • Strong stakeholder engagement skills, with the ability to collaborate effectively across teams. • Meticulous and detail-oriented, with a focus on data accuracy and integrity. • Ability to work independently and thrive in a fast-paced, dynamic environment.
