Prime Minister’s Office (PMO) Central Finance Group was formed with a strong One Public Service mindset to provide finance services across PMO agencies under its care, managing the respective agencies’ budgets to ensure financial accountability, fiscal sustainability, and the effective & efficient use of public resources. PMO Finance Group supports officers in meaningful finance work and are empowered to make improvements to processes and workflows, to formulate internal policies and best practices.
You will be posted to the PMO Finance Group to deliver Finance Services to the following PMO agencies: Public Service Division (PSD), Strategy Group (SG), Elections Department (ELD) and National Security Coordination Secretariat (NSCS). Your primary role is to lead the PMO-SG, NSCS and ELD finance functions and harmonisation and transformation efforts to reap efficiencies in work processes across the entire Group.

What you will be working on
Your key responsibilities will include:
• Lead the Finance function to work with agency’s senior management and stakeholders:
• Drive the optimal provision, allocation and management of the agency’s budget to achieve Government and agency’s strategic objectives in a fiscally sustainable and value-for-money manner
• Review, design and implement internal finance policies and procedures for efficient and effective financial administration and strong internal controls
• Direct the review of finance policies and regulations to ensure robustness and relevancy and implement new finance policies and regulations
• Review and recommend internal control procedures and systems to ensure compliance, accuracy and timeliness of transactions
• Spearhead comprehensive process reviews and harmonisation initiatives across financial operations, identifying opportunities for streamlining and standardisation to enhance efficiency and effectiveness
• Drive finance transformation efforts, including the implementation of digital solutions, to improve financial processes and overall performance
What we are looking for
Functional/Technical Competencies
• Tertiary qualifications in Accountancy / Business / Finance / related disciplines
• CA Singapore certification is preferred
• Minimum 10 years of related working experience in similar positions is preferred
• Ability to proactively develop and manage relationships with various key stakeholders
• Ability to put forth sound proposals and recommendations for management decision-making

• Possess strong analytical, critical thinking, numerical and problem-solving skills
• Good time management skills and able to multi-task and prioritize key deliverables
• Meticulous and a good team player who is able to work well independently
• Strong communication and interpersonal skills
