What the role is

Senior Manager, Assessment & Certification, Singapore Rail Academy (SGRA)

The role of Senior Manager, Assessment & Certification, is part of the new Singapore Rail Academy (SGRA) team established to lead the development of assessment and certification frameworks for the entire operations & maintenance (O&M) staff, and the implementation of the assessments and certifications.

The Senior Manager will play a key role in planning and managing the development of the assessment, regular re-assessment and certification that are aligned with the training standards, competency and curricula frameworks. He/she will work with rail operators (SMRT and SBS Transit) and LTA divisions and experts to ensure alignment with the professional standards, quality of the assessment and certification, timely update of staff’s status of their assessment and certification, and keep abreast of the best practices, in order to uplift the capabilities of the Singapore rail workforce.

What you will be working on

  • Plan and work with rail operators and LTA divisions and experts to manage the development and implementation of assessment and certification frameworks
  • Plan and work with rail operators, LTA divisions and partners, to develop examination papers, practical assessments and marking schemes and periodic reviews
  • Explore the use of new pedagogy and technology for more effective assessment
  • Plan and manage the development and implementation of quality assurance and moderation processes
  • Plan and collaborate with institutes of higher learning, professional organisations and relevant authorities for joint and/or external assessment and the endorsement of certification (where required)
  • Lead continuous improvement of assessment methodologies
  • Benchmark against industry and international best practices
  • Foster and maintain good relationships with relevant Subject Matter Experts (SMEs) (both locally and globally), keeping abreast of rail engineering standards and technologies, and sourcing for experts to deliver talks, seminars and training

What we are looking for

  • Knowledge in engineering with at least 10 years of working experience, preferably in training for rail engineering, operations and maintenance.
  • Well-grounded in the theory and practice of learning and development, such as familiarity with WSQ and Skills Framework (SFw), implementing engineering knowledge and skills assessment and certification.
  • ACTA certification, experience working in a learning and development environment will be an advantage.
  • Excellent analytical, writing and communication skills, ability to develop new plans and initiatives, including the use of technology in learning.
  • Team player and able to multi-task in a fast-paced environment.
