What the role is

The Early Childhood Development Agency (ECDA) is the regulatory and developmental agency for the early childhood sector in Singapore and oversees key aspects of children’s development below the age of seven across both kindergartens and childcare centres. We are looking for an innovative and self-driven individual to drive operational excellence through process automation and digital solutions. In this role, you will work closely with stakeholders across ECDA to identify or work on identified pain points in work processes and design practical digital solutions to address them. You will be expected to take ownership of problem statements end-to-end, understanding the business context to recommend and implement the right tools and solutions. This role requires the individual to be comfortable working independently, communicates well and enjoys solving real-world operational problems through technology.

What you will be working on

• Stakeholder Engagement & Problem Discovery: Engage directly with stakeholders to understand their business process flows, identify inefficiencies, and translate pain points into clear problem statements. This involves conducting interviews, process walkthroughs, and requirements gathering to build a thorough understanding of the operational context before recommending solutions. • Solution Design & Implementation: Assess and recommend appropriate digital tools or approaches to reduce manual effort and improve process efficiency, drawing on existing government or organisational product suites and platforms, and developing custom solutions using Python or other suitable technologies where needed. You will be responsible for building, testing, validating with the business users and deploying proof-of-concepts fit for operational use. • Engagement & Sharing: Conduct brownbag sessions, workshops, or internal sharing events to build a community of innovation, as well as promote awareness of digital tools and automation capabilities across ECDA.

What we are looking for

• Educational Background & Certifications: Engineering, Computer Science or Information Technology background, and/or relevant certifications in digital tools, business analysis, process automation and solutions design will be advantageous. • Technical skills: Proficiency in the following (but not limited to): Python, Power Automate, or UiPath and Artificial Intelligence tools. Experience with Whole-Of-Government and other digital productivity tools is a plus. • Business Analysis & Process Improvement: Experience in business analysis, process improvement, automation, digital transformation initiatives, and familiarity with business process mapping techniques and workflow management systems. • Communication Skills: Strong communication skills to work effectively with both technical and non-technical stakeholders, and ability to communicate with developers whilst maintaining focus on business outcomes. • Personal Attributes: Analytical and likes problem-solving, with attention to detail, proactive mindset, adaptability in fast-pace environment, resourceful and works well as an individual or as a team.
