Senior Manager / Manager (Community Relations)

What the role is

Successful candidate will be appointed on a contract basis and will be seconded to the Ministry of Culture, Community and Youth (MCCY).

At MCCY, we aim to build a cohesive and resilient society, deepening the sense of national identity and affinity for Singapore through strengthening community bonds, promoting of the arts and heritage, youth engagement, sports development, volunteerism and philanthropy.

We are looking for a self-motivated individual with a strong interest in social cohesion and socio-religious issues.

You will be directly responsible for developing (policy) frameworks, review policies and programmes in matters relating to race, religion, integration / culture building and strengthen community partnerships and engagement. This includes working various government and non-government agencies for comprehensive and holistic analyses and evaluations of issues.

  • Provide policy direction to drive the efforts in encouraging pro-social values, norms and behaviours to strengthen our civic culture of consideration, care and contribution.

  • Conduct research and projects with the aim to build a caring, cohesive and resilient community.

What we are looking for

Work Experiences:

•            Tertiary education with 5 to 8 years of working experience in the related field is required for this position.

Competency Requirements:

Clear and Concise Writing

•            Express main ideas clearly and concisely in writing.

Design for Implementation and Communication

•            Formulate policies that integrate strategic communications considerations from inception, ensuring effective public engagement and understanding

•            Develop practical policy solutions with a keen awareness of implementation challenges, balancing ideals with on-the-ground realities

Stakeholders Engagement

•            Strategically identify, analyse, and prioritise stakeholders across diverse domains, developing targeted engagement approaches.

•            Build and maintain effective relationships with varied stakeholders, demonstrating cultural sensitivity and aligning partnerships with organisational goals.

Data-driven Policy Analysis

•            Utilise data analytics to review existing policies, programmes, and initiatives, assessing their effectiveness and impact

•            Develop evidence-based recommendations for new or improved strategies, leveraging insights from complex data analysis

Personality Traits:

•            Strong organisational and coordination skills to manage multiple tasks in a fast-paced working environment.

•            Able to work in a team and independently.

•            Proactive in seeking opportunities to collaborate with other parties
