The Competition and Consumer Commission of Singapore (CCS) administers and enforces Singapore’s competition, consumer protection and legal metrology laws. What you will be working on
You will drive end-to-end workforce management across the employee lifecycle, from recruitment through to off-boarding, exercising good judgement and operating with a certain degree of autonomy. Key areas of responsibility include, but are not limited to, the following.
Recruitment & Internships
Lead the full recruitment process, including job postings, candidate coordination, and offer administration. Oversee internship placements, liaising with institutions and hiring managers to ensure a smooth and positive experience for interns. Apply critical thinking to resolve recruitment challenges and advise hiring managers on best practices.
Digital Onboarding
Drive and administer the digitalisation of the onboarding process for new hires, ensuring all pre-joining documentation and system access are completed accurately and on time. Identify opportunities to streamline onboarding workflows and recommend improvements to enhance the new hire experience.
Appointment Matters
Manage appointment-related matters including transfers, secondments, and secondment extensions. Ensure accurate documentation, timely communication with stakeholders, and compliance with prevailing policies.
Contract Renewal & Confirmation
Oversee contract renewals and staff confirmation exercises, working closely with supervisors to ensure timely reviews and proper documentation. Recommend process improvements to strengthen tracking and governance.
Welfare
Manage staff welfare matters covering leave, medical benefits, insurance enrolment, health screening coordination, transport policy administration, and well-being initiatives. Advise staff and supervisors on welfare policies and exercise discretion in handling sensitive cases.
Flexi-Work Arrangements
Process and maintain records of flexi-work arrangement requests, ensuring compliance with prevailing policies. Serve as a point of guidance for staff and supervisors on flexi-work policies, and recommend refinements to existing processes where gaps are identified.
Off-Boarding
Lead the off-boarding process, including conducting exit interviews, managing clearance procedures, and providing transition support to departing employees. Synthesise exit feedback to surface trends and recommend improvements to retention and employee experience.
Team Support
Be part of a team supporting the broader administration function within CCS, contributing to shared responsibilities and organisational initiatives as needed. This includes managing seating arrangements, championing SGSecure efforts, and serving as a Public Service Mobiliser to support organisational readiness and resilience.
What we are looking for
• 5 to 10 years of HR-related work experience preferred
• Knowledge of Civil Service HR policies, guidelines and system will be an advantage
• Good interpersonal skills and can work independently and as a team
• Strong communication, teamwork and interpersonal skills
