What the role is

The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC Scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC Scholarship holders as potential future leaders in the Public Service. In this role, you will lead the PSC Secretariat team that formulates policies and standards of conduct in the Public Service. You will also support and facilitate the PSC’s work in ensuring that matters requiring the PSC’s independent oversight (e.g. appointment and promotion, pension decisions) are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service.

What you will be working on

Job Responsibilities Reporting to the Director, Public Service Commission Secretariat, you will lead and manage sub-teams within the Conduct, Discipline and Secretariat Section, with responsibilities spanning the following areas: Policy Formulation & Review • Formulate and review conduct policies and processes across the Public Service to ensure they remain relevant to an evolving environment and workforce • Develop deep expertise in the relevant conduct policy provisions in the Government Instruction Manuals, and stay abreast of external practices that can be adapted for the Public Service • Monitor and analyse trends in conduct and discipline cases across the Public Service to identify systemic issues and inform policy review Case Management & Consultancy • Support the Public Service Commission in discharging its constitutional responsibility to discipline civil servants • Provide guidance and consultancy to Ministries and Statutory Boards on conduct and discipline matters • Manage sensitive and complex conduct and discipline cases that require careful judgment and discretion Capability Development • Develop public agencies' capabilities in conduct and discipline matters, grounded in the fundamental principles and considerations underlying the relevant frameworks and policies • Develop and disseminate resources such as guidelines, advisories, and case studies to help agencies navigate conduct and discipline matters • Maintain a community of practice across the Public Service to strengthen agencies' understanding of conduct and discipline frameworks, and facilitate the sharing of information and best practices • Collaborate with key partners such as the Civil Service College to develop and review training materials for conduct, values, and discipline-related programmes Team and Resource Management • Mentor and guide officers within the section to support their professional development and build team capabilities • Manage the section's work plans, priorities, and resources to ensure timely and effective delivery of responsibilities

[Work Experience & Competencies] In addition, an ideal candidate should possess the following: • [Values and Conduct] Able to develop and implement conduct and discipline policies and procedures to manage investigations, case assessments, and review deviations from established frameworks and guidelines. Knowledge of and familiarity with legislative work in the Public Service would be useful. • [Thinking Clearly and Making Sound Judgement] Able to consider and integrate different perspectives and potential implications to make sound and timely recommendations. You are also able to think on your feet and adapt flexibly to different situations. • [Capability Development] Able to identify capability development needs in public agencies with regard to understanding and applying discipline frameworks, policies and processes. Curate meaningful and targeted interventions to address these capability development needs. • [Working Effectively with Stakeholders] Able to reach out to stakeholders to gather feedback, identify gaps, reconcile differing views and work with them to co-create solutions. You also possess strong writing and interpersonal skills to engage, influence and mobilise stakeholders towards a common purpose. • [Stewarding Systems for Today and Tomorrow] Able to lead teams to actively review and refresh the status quo, systems and processes to ensure they are progressive and relevant. • At least 6 years of working experience in policy-related work or in the field of HR. • Prior experience in formulating HR policies and knowledge of legislative procedures and processes in the public service would be advantageous. [Other Important Traits] • Strong people management skills • Intellectually curious and able to work well with ambiguity and conflicting interests of different stakeholders • Able to and exercise discretion and maturity in handling confidential information.
