Ministry Of Social And Family Development

Manager/Senior Manager (Planning), FLG/OPT

Permanent/Contract
Closing on 17 May 2026

What the role is

The mission of Family Life Group (FLG) is to build strong and resilient families through all stages of life. The Operations Planning & Transformation (OPT) Division is responsible for corporate and strategy planning, transformation, data and digitalisation, capability development and engagement strategies for FLG.

What you will be working on

Reporting to the Senior Assistant Director, you will be a key member of the Operations Planning team, playing a meaningful role in shaping how FLG delivers on its mission to strengthen families across Singapore. You will contribute to both strategy and corporate planning functions, working closely with Divisions and FLG senior management on the following: • On the strategy front, this includes conducting systems-level reviews, formulating and enhancing FLG's suite of family services and programmes, and working with Ministry and Whole-of-Government stakeholders to better support families across all stages of life, aligning to MSF’s goals of encouraging marriage and parenthood, reducing marriage dissolution, and improving family resilience. The role involves engaging stakeholders and public to better understand their needs and address gaps in our current interventions. • On the corporate planning front, this includes managing the planning and reporting cycle, and tracking KPIs and performance indicators. You will also support risk management and audit processes, develop and maintain crisis management plans to ensure FLG's operational resilience, review and streamline internal governance frameworks and processes to improve organisational effectiveness, provide secretariat support for management meetings, and support budget and resource planning to ensure priorities are adequately resourced. This is a multifaceted role offering a rich variety of work — from research and environmental scanning, to managing governance frameworks, risk and audit processes, crisis management planning, and driving organisational planning cycles. You will contribute to meaningful work that directly impacts families in Singapore, while building deep expertise in corporate planning and organisational effectiveness. The role offers broad exposure across FLG's divisions and engagement with senior stakeholders across the Ministry and Whole-of-Government. If you enjoy diverse challenges, thinking both strategically and operationally, and making a tangible difference, this role is for you.
